MANNING AND disUNITY SLIPPING DISHONEST, DEBT-RIDDEN BUDGET PAST THE PUBLIC - DEBT BLOWOUT FROM $4M TO $16M!

In a special meeting of the Cairns Regional Council this morning, Mayor Bob "Screwdriver" Manning has embraced a budget that instead of his promises of fiscal responsibility, massively increases council debt.


Mayor Schier's last budget was roundly attacked by Cueball MacKenzie, Gavin "Don't Rape Me" King, and their cadre of hillbillies when it was announced to have a shortfall and borrowings of just over $4M.  Manning has given the community a devilish budget shortfall of $6.66 Million!


And, by reading the fine print, this stated shortfall is a lie.  In the "fine print", it's noted that this budget does not account for the normal funding of the Capital Sustainability Reserve.  Another $9.66 Million in debt that tricky accounting has tried to hide from the public.




TOTAL REAL SHORTFALL:  OVER $16 Million!  A massive blowout in debt for the Cairns ratepayers, with less services promised.  Four times the last Schier budget deficit.  Is this what the Cairns hillbillies were promised, or expecting???




WHERE IS THE SKILLED FINANCIAL MANAGER THAT MANNING CLAIMED HE WAS?  THIS IS A BUDGET CRAFTED BY MORONS!  WITH THE COMMUNITY BEING SADDLED WITH MASSIVE DEBT NOT FOR AN INFRASTRUCTURE INVESTMENT LIKE THE ENTERTAINMENT PRECINCT, BUT A DEBT FROM NORMAL OPERATIONS.  


Complaints were made by some of the public during the election that capital repair and maintenance was being neglected by the previous council.  Manning and the Unity Team promised to increase the drainage and maintenance budget but instead Manning has cut this capital works budget from last year's $151.7 Million to this council's $93.75 Million!  


And not one shilling has been budgeted for CBD revitalisation or replacement of the Civic Theatre.

In other words,to play the political game to keep rates low the council has to go into greater debt than Val ever did. Wouldn't it have been easier to have told the truth that to operate the CRC it takes money and rates have to go up accordingly to balance it all.Sorry,my head was in turmoil there for a moment,I forgot that it is an LNP council and truth and reality in the same sentence as the initials LNP is like saying the mackenzie program is balanced comment.Over to you pearl for a comment.the end.

I'm stunned Manning and his team didn't hear the public when we said we didn't want anyone loading us up with debt. That's why the ALP was turfed out in Qld. And to put us in debt for operating expenses is even more stupid than Val, at least she wanted to build us something useful. This is like going into debt for coffees and toasted cheese sandwiches.

Shame on you, Bob Manning. And shame on his council of dimwits.

Oh Crap,

Time to move somewhere else - if I can sell the house before the market condemns Cairns.

No best to stay here and fight the good fight - only 3.75 years to go until the next election.

At least it's early confirmation that a dud has been elected to receive the $1M Mayoral salary paid over four years.

Do you think the "carpark" CRC has just bought across the road from the Convention Centre will become an entertainment precinct?

It is probably no coincidence that McKenzie was absent today or he would have had to face the wrath of the hillbillies once it dawns on them that they have been fucked over, as predicted by so many. I was looking forward to hear that stupid Pearl come on and try and put a positive spin on it. Well, you got what you wanted Pearl. I hope you get a massive rate increase on your property, because this is what you have been agitating for all this time, you fool. Even Raj isn't happy !!! What a bunch of morons. maybe we should introduce IQ tests before people are allowed to vote...

Nothing wrong with borrowing and letting future ratepayers pick up the bill.
The infrastructure being funded will last for 2 to 4 generations and they will be the benefactors.
Anyway - Swan and Gillard's govt do it all the time.

this budget does nothing to fix the existing problem at council and that is the constant mismanagement of departments by incompetent HOD's. The debt will only increase if the crap at the top of the council is not removed. But most of all you fools supported the former CEO as the best there was and look she left her legacy a $6 mill operational budget black hole. But you suppport her and Val its like the blind man following a bus....eventually it will get painful.

Amazing how its all died down isn't it? Revitalising the CBD, dredging the inlet, replacing the old Civic Theatre, and not forgetting that parcel of land of critical importance for ports expansion. All the raucous belligerent clamour has turned to deafening silence. It's hard to believe that only a few months back the city was all fired up into polarised groups on the issue of restarting major dredging of the inlet, and people were arguing all over the city. As they were on that critical parcel of land originally designated for the Entertainment Precinct. As they were on ideas for CBD renewal. Funny how it has all drifted away.

Anonymous 07:30 .... apathy rules, my friend. The great majority of residents take little or no interest in local civic affairs, which is why, when it comes to council election time, they are largely ignorant of the issues and the candidates and vote like brainless zombies.

The Compost does nothing to stimulate debate, offering little in the way of serious reporting or commentary. Our daily organ has become a conveyance for an endless stream of PR puffs, trivia and celebrity worship. After 30 years of perusing it daily (a habit born of professional curiosity) I've stopped getting the weekday paper. The Monday edition is usually a disgrace, woefully thin and invariably a bearer of old news ... no doubt a reflection of skeleton weekend staffing. With staff redundancies dictated by News Ltd HQ and sub-editing going out of town, it can only deteriorate further (as hard as that it is to imagine!).

No capital works from the CRC and none from the State Government in the next several years. It has been government funds which has kept the city going through the global financial crisis. We're coming up to some really tough times.

Yeah Anonymous 24/7/12 17:12 Bugger all state government funding for Cairns, but Brisbane and the South East will do all right out of it. You only have to watch Gavin King's weak performance tonight on the local news tonight to see how he won't be standing up for the Far North, particularly if it upsets Brisbane LNP doctrine - like the imminent sacking of frontline Ergon workers and the reduction of Sunbus funding. And I wouldn't even know what the other local members (what are their names again?), except Curtis Pitt are doing. Talk about where's Wally as far as they are concerned.

Professoinal people are leaving Qld in their droves. The planning work behind infrastructure for both govt and mining companies has dried up almost completely. Those professoinals, engineers, planners etc have already started leaving FNQ either relocated by their national/international companies or made redundant.

Within two years, that means there'll be no construction or building work and those workers will start leaving too. Once they've left, it's too late to do anything. The property market will be in free-fall as median wages drop and people leave in droves. People have to understand these things happen in acceleration and deceleration, not fast and slow. You can't just put your foot on the gas and automatically get up to the speed you want in a car, same with the economy. They've hit the brakes so hard, it's going to be extremely difficult to get this bus moving again.

It's as if this Council genuinely wants Cairns to be the same sized economy it used to be in the 90's. Perhaps they're all trying to re-live their heyday. They said they'd diversify the economy, but in 2 years, tourism is all this place will have left. Construction is gone, there's just existing projects left to finish, but no new ones in any pipeline. Residential development and building is gone, it's only being propped up by Cyclone work in the Cassowary Coast. All that will be left is tourism. They would have the Arts as well, but this Council didn't want it. Oh, there's also govt services such as health and education which service the wider area, but they're being slashed to the bone too.

It's no good having a port if there's no business going on in the town that it services.

This Council and the Newman Govt will be responsible for the state of Cairns in 3 years and the voters have got exactly what they voted for.

It is obvious that McKenzie's absence is no coincidence. Every argument used for undermining and vilifying the previous council and mayor has now been exposed as a hollow lie. Add to that that the broken promises of CAN'T DO and he is well and truly exposed for the charlatan that he is.

We now have no CEP, no CBD renewal, reduced bus services and none of McKenzies pet projects have come to fruition : no dredging, no opening of McLeod St, no sign that Grafton St. will not be one-laned.

In other words : a total fiasco,no vision, no clear agenda and stagnation instead of progress. You'd expect he and his little band of hillbillies would be jumping up and down, but their silence is deafening. Even that silly, deluded Pollard the Parrot seems to have choked on her pearls.

One more thing : CRC has quietly bought a vacant lot to build a car park on. When was that decided and who owned the block ?

Well we can all agree on one thing, and that is the voters have got exactly what they so passionately wanted. Millions of dollars taken out of Cairns, no major capital works, public service jobs slashed, airfare subsidies for T.I. and the Cape residents slashed and the report into dredging the inlet kept under Gavin Kings arse. No more building extensions to the Base Hospital as Gavin King said Labor did nothing at all for Cairns. So, no more extensions. One out of two people voted for all of this. I imagine they will all be celebrating their cleverness with Moet or Dom Perignon. How proud they must be! Yep, proud, proud, proud.

The old REX to be demolished, PalmCove markets abolished, the list goes on.. The new council seems hell-bent on destroying anything to do with culture or heritage. What's next ? The Esplanade markets, the tanks, Toobrook pool ? CEP ? What CEP ?

In the meantime the LNP is digging up every old National Party corpse they can find and is putting them in prime jobs all over the place. Not strange Cairns will have its own bullet proof tank now. The cops are going to need it if this keeps going on.
