GAVILEAKS EMAIL MORPHS INTO MANNING-GATE AS EVIDENCE MOUNTS OF UNMONITORED COUNCIL OPERATIONS BEING DONE OUTSIDE QUEENSLAND LAW

There's an old line in politics - "it's not the crime, it's the cover-up". 

Cairns Regional Council Mayor Bob "Screwdriver" Manning went into full spin mode about the leaked Member for MacKenzie's email of 2 July to Manning & Mayor for Vice Terry James, as the story spread the city like wildfire Friday.  Alerted by Twitter & Facebook postings, council staffers huddled around the Spence Street offices like actors at an Aussie Dunder Mifflin.

And the Manning response to this damning email?  "Nothing will be swept under the carpet here - it will be investigated properly and then we'll make a statement on it".  This after claiming that he sent the email to his official mayoral inbox, as required by state and federal law.  It's not to late to blame it on one of the Freebody kids.

Where's the propriety in investigating yourself, Butch?    


However a simple examination of the printed copy of this email that was circulated to the media yesterday shows clearly that the printed email was NOT retrieved and printed from the council's email system, but directly from the original.  And from the header, apparently someone who has direct access to the Mayor's private email account.  Who printed this email, and who's handwriting is on it?  Why is Council staff now printing emails, when the protocol for handling would usually just mean the forwarding of electronic copies?  

And why, despite a state required training session for all new councillors on the laws surrounding communications, council projects, and recordkeeping requirements, are councillors doing council business "behind the public's back"?   

So the cover-up has now begun in earnest.

This isn't just about one email, but about what apparently is how this council has decided to do business.  Emails outside the availability of the oh-so-pesky public.  A "double-secret" government negotiating deals and making commitments without all the elected councillors, city manager, city attorney, or public engaged in the details.

Where's the propriety in investigating yourself, Butch?     

No response from Terry James on his role in printing and/or circulating this email.  And the comment from Gavin "Don't Rape Me" King was typical of this egotistical blowhard - "It'd be interesting to know what's the point of leaking it - do they not want the (CBD) upgrade project to go ahead"?  Typical King - a non-denial denial, laced with a community attack.  

King was last seen taking his ball and going home.  No word yet if anyone has sought refuge in the Ecuadoran embassy.

No doubts about it, this was directly printed from Manning's email. There is only one lot of handwriting. One scribble says:
"Copy Peter Tabulo 4.30 Tuesday TJ, RB (Terry James, Richie Bates) for meeting with Gavin King and Mike Huntington (TMR)"
Printed on top it says "COPY TO RICHIE".
It seems most likely this is Bob Mannings' own writing, certainly it is the cursive hand writing of an older person.
I can only surmise this, but I wouldn't mind betting Manning made a couple of copies and left one lying around somewhere.

So we had the $38 million which Desley Boyle, the former Member for Cairns, got for the upgrading of the CBD, all the time, but King told lies about it, alleging the money had "never been set aside by the Labor Government, and it was all a figment of Anna's imagination." KING, YOU LYING SHIT OF A TURD!! You conniving, sleazy, sly, dishonest, calculating mongrel. While we're at it, where is the publicly funded report into dredging the Cairns Inlet hey?? KING refuses to release this to the public either.

King and Manning's skullduggery has been exposed; caught red-handed for all to see. Now we have the measure of these duplicitous hypocrites. You even have the attention of the Lump of Lard for Leichardt, so you are doing something right. Spread the word folks.

This shows that King is out of his depth. So early into his tenure, his Machiavellian ways have brought him into disrepute. Now everything he does will be thoroughly scrutinized for evidence of skullduggery. It only takes one incident such as this for for trust to evaporate. But then, as a product of the Murdoch empire, I doubt integrity and trust are concepts which carry much value.

I've just read The Cairns Post story on this. It's actually good writing and reveals very clearly that King lied about the $38 million. I have to give credit to The Cairns Post too, for asking, in an interview they did with Gavin King about his first 100days in office, what was happening with dredging the Inlet? King, in his own reply said he had the Environmental Report into Dredging. (Prior to this, no-one knew where that report was.) Cudos to The Cairns Post, I thought, for exposing King's subterfuge and skulduggery.

Sitting back on his arse taking orders from King about where the money will be spent like an underling? He reckoned Anna Bligh said the sale of the airport was to build us a new hospital but she never said that. I looked it up on google and she said the money would go to upgrading the existing hospital and to buy land for a new one. King twisted it all around so he could then say Anna and Labor lied. Yeah. Just who was the cunning liar hey? Hes cunning and sly but hes being caught out.

Just a thought. King lied about the $38 million to revamp the CBD. He sat silently on the report into dredging the Cairns Inlet and still won't release it. What else has he done? Did Newman really "Take back" the money for the Entertainment Precinct, or is that also sitting under King's bum?
This bloke is about as open and honest and cunning as a snake oil salesman. I don't think we have seen the last of his plotting and deceit.

Suspicious, Newman had no ability to "take back" the CEP money as a valid contract exists between the State Government and the Council. This is in fact why Manning has been so careful about saying that the project is "suspended for review" - if this new council finally embraces reality and sees that the approved plans on the waterfront are in fact a great deal for the community, for a great facility in the right location, with a minimal contribution by the CRC, they can commence with work tomorrow. Many insiders in Council believe that this is in fact the direction they're moving, with already one of the new Unity Team councillors voicing their approval of the CEP project as planned.

Ummm Mick, I tend to disagree. Manning is only in for one term. King has demonstrated he is cunning, wily and totally without scruples or ethics however he will retain his seat because of the presence of Katters Party. The KAP act as a political bulwark for the LNP much more effectively than any of Joh's gerrymanders. The average voter cannot understand this. Thus King is guaranteed to retain Cairns at the next election.

Thanks for the explanation there, Hillbilly. So the Council does have access to the State funding for the Entertainment Precinct. That confirms our suspicions that SOMEONE wants their hands on that money. Is Manning playing a big performance, taking us all through the elaborate hoax of "checking out the options available" while in reality he already knows he is going to prop up SOMEONE's business interests with a nice bit of "corporate welfare"? If there are any HONEST Councillors in the Unity Team, or should I say HONEST AND ALERT Councillors, not bloody frowsy dopey aged old dullards topping up their retirement funds, I hope they get wise and don't get sucked into some awful scam.

So not only is the convention centre poorly placed if true that working ports are so dangerous( we know it isn't true it ever will be however) then only an absolute idiot would build the new theatre right next door to where LNG could blow up everyone watching a show. Manning would never never take up the original Entertainment Precinct proposal. So, there might be one Unity Team member who approves of it, but that is still not enough numbers within the Council to go ahead with the project. It is all over, red red rover. Manning's actions in scuttling the Precinct will be sorely regretted in the decades to come as an ill conceived act of malice and spite rather than an astute civic decision.

Agree with HBW; the only commonsense (and viable) option is the original CEP - it was and is a perfect fit for Cairns. Manning knows it, King knows it, everybody knows it (except of course; Cueball).
The only stumbling block is back-tracking; humbling one's self and the loss of face.
There needs to be a circuit breaker here. The answer may be for a majority in Council to vote to go ahead with it, with Manning and a couple of other diehards voting against it.
Win-win. Cairns gets the CEP, Manning can still claim he is against it but, being the champion of democracy that he is, has to go with the majority decision.

I agree T. Asquith. Manning and his Unity Team need to bite the bullet, stop all this dithering around, and admit the Entertainment Precinct concept of the previous Mayor's was the only option and START BUILDING. It would only take, what, two more Unity Councillors to start the ball rolling.

Funny that the Cairns Post lets Gavin King get away with losing all this much needed funding for Cairns.

If it happened on Desley Boyle's watch there would have been hell to pay with numerous 3 page expose's complete with graphics, graphs, vox pops, timelines and everything else they could garner to bulk up the story. Local indusrty groups would be outraged and there would be a new angle to keep it on the front page for weeks.

Just read where the Cairns College of TAFE opened up another facility yesterday. This was funding obtained by Desley Boyle. The TAFE expanded greatly during her tenure in office. Pity, however, no-one bothered to give her any credit for it all.

Desley Boyle was in fact an effective Member for Cairns. She got lumbered with the problems of the Base Hospital because her predecessor De Lacey pulled back on funding a new hospital after Mackenzie stoked up all the hillbillies into mass hysteria over "losing the beautiful views". Boyle secured the funds for revamping the Esplanade from stinking mudflats, a new police station, Court House, new schools, several upgrades to the Base Hospital and heaps of new buildings for Cairns TAFE. To this day I don't know why the ALP didn't counter King's outrageous claims during the last State Election that "Labor has done NOTHING for Cairns." Going on the personal attack on King, like they did, played right into King's hands.
