GAVIN KING AND BOB MANNING BACKROOM SELL-OUT OF CAIRNS CBD UPGRADE

A shock document has been unearthed this morning, proving that LNP Member for MacKenzie Gavin "Don't Rape Me" King is in backroom discussions with Mayor Bob "Screwdriver" Manning and Mayor for Vice Terry James to sell-out the CBD traders and Cairns community.

In the unconfirmed document, King outlines his failure to retain any of the $38M previously estimated and promised to Cairns to overhaul the CBD.  He's confirmed that the best he can do is now only $3M, and then goes on to describe how he and Manning are going to ram some minimal changes thru without any public consultation.

The most concerning issue however is that the new Mayor and Vice Mayor are apparently conducting Cairns Regional Council business using personal, unarchived hidden email addressees. One reason for this being done is to ensure that their emails are not "discovered" if court orders are served on the council for information in a civil or criminal court case.  We have advice that elected officials circumventing official email systems to conduct council business is likely a violation of state and federal criminal laws.

A phone call to the Crime and Misconduct Commission has confirmed that councils are advised that all employees including councillors should use Council-provided email systems to ensure tracking and archiving of council business. They've also advised that failure to include these private emails in the Council-required electronic Document and Records Management system is a violation of the law (Public Records Act of 2002).

The timing of this email is exquisite. Serial dickhead Bryan Law was in the Cairns Post letters today, pleading for the guy he supported, Gavin King, to save City Place and listen to him. Clearly Law is getting it right up the caboose from Gavin, who has no interest in consulting with anyone about anything.

You promised at a forum in City Place on 1 April, while you were campaigning to be elected as Mayor, that you would harness local creativity and control when it came to fixing City Place. You specifically said you would not abdicate that responsibility to Queensland Transport.

I would appreciate an opportunity to meet with you soon about City Place, and about how this issue can be resolved in a way which pleases the majority of ratepayers.

So King decides there will be no consensus so we do what he wants? Decision is becasue it is quicker? They screwed up bigtime changing city place by not being thorough. Why oh why did we elect this goose.

Aside from that the debt situation is dreadfully exaggerated to the point they are outright lying. The victims of these lies are regional centres such as Cairns as well as all the people directed affected.

Half the debt is corporate debt, which is not taxpayers responsibilty. Users will pay like resource companies. On top of that the government has, I have heard, near 300bn in unimproved land assets(CEP site part?) so can easily sell 30bn to pay down taxpayers liabilites. Even though should not be necessary with the disasters behind us and Gladstone operations ahead of us.

The biggest lie though is they have flagged they are not going to actually pay down any debt rather increase by 20bn, simply cut costs in some areas to fund their preferred projects. So massive masive lies, they have no ethics or integrity AT ALL.

So Gavin is going to look out to impress Liberal collegeaues and not worry about impressing those who actually pay his damn wages.

Grrrrrrrrrrr.

There is so much wrong with this on so many levels, I'm gobsmacked. Who's running Cairns, the Mayor or King? King's talking to Manning and James like they're his personal bootlickers. Did Manning respond how disgusting it is for Cairns to be given "pocket change" from the state government?

Ed in Edgehill, I agree. King is telling the Mayor what to do. He apparently was right behind Shangri La's offer for the performing arts theatre too, and tried to foist that onto the Mayor.
He doesn't seem to understand what his role is.

It is high time some people developed some responsibility here. Surely if you had a fair dinkum
proposal for the Council you would at least present it to them instead of running this sham trough
the media.This proposal was obviously developed on the back of a serviette. This appears so far out
in left field that you would expect the Chamber leadership to fall for it just as they did with the
previous ill fated waterfront monstrosity. If the Chamber were serious they would be encouraging
revisiting the previous well conceived and researched plans of 2007 and supporting the current
Council to run with these adjacent to the Convention Centre. For the CCC to support putting $60M of
public money into a privately owned hotel no where near the Convention Centre is reckless and
irresponsible and an abrogation of their responsibilities to the wider business community.

What I'm really curious about is where the leak of this letter came from... Sent from Gavin King, received by Bob Manning and Terry James according to the headers.

If we disregard someone snooping in on their email (which it well may be), one of them leaked.

The interesting part then: which of these 3 and why?

The Cairns Post did their usual half-assed job reporting this story. The biggest question in my mind is: how do the rest of elected councillors like the idea that Butch and Terry are making decisions they should have input about? This isn't just screw the ratepayers, it's screw the voters as well.

"Cr Manning then sent the email to his official mayoral inbox, and hard copies were distributed through the council’s internal systems".
After-the-event of course.
It begs the question; why was the email not sent to his CRC inbox in the first place. And why wouldn't The Cairns Post ask this most obvious question of King?
This has a very bad smell about it, and will only increases our suspicion of what these clowns are up to. Stay alert folks.

Two years ago, Bryan Law, a deputation of inner city traders, amongst them, myself, met with Desley Boyle, then the Labor Member for Cairns about funding for revitalising the CBD. Mayor Schier and her Council also put in a submission for funding with the State Government. During this period Gavin King started running his "REVITALISE THE CBD" campaign, attacking Schier, Boyle, the Bligh Government for "doing nothing". However, Boyle secured for us in the last years Bligh budget, a total of $38 million for the CBD. You, Bryan Law, campaigned for Gavin King in the State Election who, once elected, said the $38 million "was a figment of Bligh's imagination" and that the money "had never been set aside".
Now we find out through this "leaked" email the money is there, but that King is dictating its use and telling Mayor Manning what "WE" must do.
So, Bryan Law, some of us have done our bit. It's people like you and your good mate King who have effectively hijacked it all. Now you have the gall to come in here and sneer. Piss off.

Here they are caught RED HANDED planning changes to the CBD in SECRET, after ripping into Val Schier and accusing her of "lack of transparency and community consultation". And here they are now going after the person who exposed their duplicity and lack of ethics! They have no ethics whatsoever.

What all of this revealed to me is that King is dictating the terms of the $38 million to Manning, which was, as we know, originally funded to Cairns for the sole specific purpose of upgrading the Cairns CBD. Moreover, Manning is compliant and it seems subservient. Does King understand what his role is? Does Manning? What else is King dictating to the Mayor of Cairns?

buses though city place going increase people traffic, as is if! there not there now. Buses traveling though wont have people go into your shops,,, advantages explain them can't see it would help.
