But the problems at Cairns Council are deeper than a dozen shovel-ready projects that Manning has shit-canned for no good reason. Deeper than his promises to "get this city moving" when the reality is Manning can barely decide to wear a blue or red tie in the morning.
We've been getting a steady stream of news from inside the council, with chaos, lack of leadership, poor morale, and management exodus crippling even day-to-day operations.
Manning has refused to even look for an experienced city manager to replace Lyn Russell, instead continuing council operations under Development Department manager Peter Tabulo. Tabulo has long been viewed by staff and the public as a spineless tool - he was largely responsible for many of the hideous projects that in part cost former Mayor Byrne is job. Tabulo is now being counted on to do - nothing.
And the staff that had runs on the board, and are integral into assisting the new Mayor into pulling the city out of economic doldrums? The Manager for Economic Development and Innovation is out the door, along with the Tropical Innovation Awards, a program that could have supported the long unfulfilled Entsch tropical sporting centre. Losing all these programs is making any council driven recovery all but impossible.
And as neighbourhood complaints start to come in, DO NOTHING is just what this council is now doing. And these complaints come from all over the region. Cars for sale on the roadside now are endemic. Graffiti is left instead of being removed. Illegal signs advertising car sales, events, fetes, businesses, and nightclubs are springing up on all our roads as word gets out - council's not enforcing any local laws, letting business run riot. Council has handed over a slice of waterfront land to contractors building the new hospital. Last time the Byrne council "temporarily" handed over waterfront land to the hospital, the public never got it back.
Roadsides unmowed. Gardens unplanted for spring. Some road crews broken up. Graffiti, even on commercial buildings with owners that clearly don't give a shit about their city, no longer get a visit from council officers.
Even two cars with homeless drunks, parked on a city street only a few blocks from Council Chambers have been allowed to remain despite repeated resident complaints to their councillor. In full view of tour buses every day.
And an equal flood of messages to the blog have been received from ordinary residents, who are finding their new councillors impossible to contact. So many complaints to councillors are going without even an acknowledgement, it has led many to surmise that Manning has ordered his Unity Team not to engage in any community support. And the complaints are greatest about two-faced Richie Bates.
