PROTESTORS QUEUE TO ATTACK CAIRNS COUNCIL OVER BIKEPATH, WHILE MAYOR BOB MANNING PREPARES TO INFLICT MAJOR DAMAGE ON COUNCIL FINANCES WITH PLANS DISCREDITED EVERYWHERE ELSE

The actions but mostly inaction of the Bob "Sleepy" Manning Do-Nothing Council is starting to have an effect on the public, as a demonstration now has been called for Wednesday at the Council Chambers.  While it's interesting that the public has so quickly become disenchanted with this council of retirees, half-wits, bozos, and riff-raff, they're frankly missing the big picture.

Sure, Manning has followed in Mayor Schier's footsteps by spending up big on more bicycle infrastructure.  In fact spending more than the Schier council.   






So ignorant are the hillbilly brigade - people like the bitter old Phil Crockford, who sadly doesn't have two brain cells to rub together - they don't realise that Manning and his partner in grime, Cr. James, are organising one of the biggest con jobs to ever be run on the Cairns Ratepayers.  The Great Train Robbery of Con Jobs.

It's called the "Public-Private Partnership".  

Manning alluded to his embrace of this model in his weekly genuflection to Cueball MacKenzie last Friday morning.  He said this would get the city what we needed, we could pay as we go, and at the end they would give it to us, and we would own it.  MAGIC!  MAGIC?  More like the three card monte, with Manning as the rube.  The PPP was one of the tools used by the big banks, in Australia led by Macquarie, to loot billions from the public.  You thought Schier's $57M for an Entertainment Precinct was too dear?  We're about to pay over $200M for a lesser project.  TWICE.  $400M total. Here's how it works.

The Council will soon announce with great fanfare a "Public-Private Partnership" is going to build the theatre, along with some other bullshit project (a hotel, or gaudy waterfront apartment building), and joy of joy, IT'S NOT GOING TO COST THE RATEPAYERS A DOLLAR.  Of course then Manning will be declared a Saint, John MacKenzie will proclaim the rapture has arrived, and the ignorant Cairns hillbilly cotillion will buy themselves an extra slab for the weekend.

The people behind these Ponzi schemes are pros.   Think Clem7 tunnel.  Bankrupt in 11 months.  NSW Waratah Train Project.  Poof.  Lane Cove Tunnel.  Ha!  Eastlink Toll Road.  Blammo!  Investors have lost billions.  BILLIONS.  Stupid fucking investors, who cares, right?  And if they don't go bankrupt, we still get screwed.  Macquarie-owned Sydney Airport.  They make money by gouging us.  The public. And they drag their feet on needed upgrades and repairs.  PPP. We paid for Sydney Airport.  We paid to buy it from ourselves.  And we're paying again to give the banks a profit. 

After Joh Bjelke Newman's Clem7 went belly-up, Newman and Bligh, in a rare display of unity, both trotted out the same bullshit story to hoodwink the public.  Newman said "he's sad for the investors who lost their investments, but they did get the tunnel built for the benefit of the people of Brisbane".  And Bligh said "The taxpayers won't be out of pocket here, all the risk has been borne by the company"  The commercial risk is not being born by the taxpayer and that's a good thing".

So who are these ignorant investors, who can't figure out how to estimate costs for a project, nor figure out how many people are going to use it?  Who are these braindead investors who lose billions of $$$ because they're so damn stupid?  Who are these moron investors, who lose billions time after time and keep coming back for more?  Who are these people - these "investors"???

Get a mirror, mate.  Take a good look.  It's you.  It's me.  It's all of us.  It's the scam of the century - as governments claim to lower taxes, with a wink and a nod they've just looted your superannuation.  Over a trillion dollars has been handed over by us to a system that then allows governments to siphon back the money to build the infrastructure that they're supposed to be building.  YOU'VE lost billions on the Clem7, on the Lane Cove Tunnel.  Campbell feels sorry for you.  Boohoo. Boo-fucking-hoo. 

And we get worked over twice.  Once as taxpayers, and the second time as "investors" via our superannuation funds.  The banks give themselves our money, build the stuff that we're supposed to be getting as taxpayers - and guess who wins?  

What do you call 100 investment bankers at the bottom of the reef?  A damn good start.

And now Cairns is on the verge of getting "Clem7'ed".  With the slicko-s swarming over the CRC Chambers like hungry cockroaches looking for a meal, the PPP is about to come to Cairns.

The Seven Mental Dwarfs will applaud the "ingenuity" of getting something for nothing.  And they'll all be gone when it all comes tumbling down.

The New Zealanders, after being dudded on a couple big projects by the banks, are now seriously limiting access to PPP funding by local governments, calling them a "taxpayer ripoff".

We applaud people getting organised and bitching about councillors doing nothing.  We applaud people demanding councillors represent all the people.   We support everyone getting organised.  Because much worse is coming.

If you want to have a real life insight into the how PPPs work with local government in Australia .... look no further than Liverpool Council in Sydney..... after a public inquiry into a PPP deal, involving the Macquarie Bank, to build a "super stadium" (sound familiar) the Inquiry recommended that all civic offices be vacated and an administrator be appointed to fix the god awful mess. Gavin King said in The Cairns Post on the story about the offer by Shangri-La to do a "public/private deal" with the Council on building the performing arts theatre on its premises, that he had "always believed the best way to build a new performing arts theatre was by public/private enterprise." You bet Hillbilly, this has been in the system for quite some time and the Vultures are waiting ready to strike. The time is right. A Dad's Army of a Council most of whom will piss off from Cairns into their well cashed up sunsets after having an easy well paid bludge.

It's due to the public's lack of understand of public debt and how it is serviced that we have the aversion to borrowing leading to the financial trickery of the PPP. Where the private sector work out the best way to gouge taxpayers who can't understand what's going on. Meanwhile the representatives elected to protect and serve our interests have their pockets lined to look the other way and sign dodgy deals.

Stephen Mayne just got elected to Melbourne City Council. Imagine if somebody like him took more than a cursory glance at what's going on in Cairns. The deals, corruption and mismanagement is a stench worse than the dredging.

I don't have much sympathy for cyclists who are loosing a bit of their bikeway on the Esplanade. At the roundabout at Caravonica there is a dedicated bike pathway for cyclists to use to avoid the traffic on the roundabout and it is never used. Along the length of Varley St in Yorkeys Knob there is a dedicated bike pathway which is there for all cyclists but used only by children and the elderly. There is no sign there to exclude Lovelies in Lycra.

This was truly a shocking report from HBW. It's true Cairns has never had any of these "Public Private Partnership" deals, and apparently with the widespread failures they're looking for new suckers. And with the collective IQ of our new council incapable of hitting triple digits, they've found a whole new world of suckers in FNQ. Just reading a google search on this subject is chilling. Thanks to HBW again for exposing the underbelly of our new Mayor.

Heard dipstick Mackenzie on his program this morning and some woman talking about Defence Service Homes Insurance, which is what I have. The Defence Service Homes Act was introduced in 1918 by the Andrew Fisher LABOR GOVERNMENT (read this, FUCKWIT Mankenzie) with supplementary HOUSEHOLD INSURANCE, for returned and serving armed forces personnel. It was a REWARD for their service, often putting their lives on the line. YES the insurance premiusm are a lot lower, but the Defence Service Homes Insurance is NOT YOUR idolised PRIVATE ENTERPRISE PROFITS before anything else. While you're ranting and raving Mackenzie you FUCKWIT, don't say anything about your dream man's (Abbott) plan to abolish Medicare and completely privatise HEALTH insurance, will you? Dickheads like you will end up paying private health insurance at about a hundred times the rate of others.

A show of force outside Council Chambers tomorrow (Wednesday) morning at 8am would send a powerful message to Mayor Manning and his councillors that at least some local residents are very unhappy with the way the current administration is performing.

Another major concern of mine re Boring Bob's agenda is the decision to waive headworks charges for developers. (For the unitiated, 'headworks' are those parts of a development that link a development's essential services to the community's services, ie. electricity, water, sewage, drainage, streets, streetlights & so on.)

Prior to Manning's Mob, developers have had to lodge 10-15% of a project in headworks charges BEFORE a development commences with the Council (after approval), so those headworks do not cost the community a penny to build the infrastructure as the development is built.

Manning has overturned this, so developers are now waived headworks. So friends, you & I are going to be slugged with those charges. Yep, our rates will be replacing that 10-15%. Now, on a $1 million development, that's $100,000 dollars (maybe OK as we have an operating budget of around $245 million), but if you start thinking about 10% of a $200 million development - is when you start to get a sharp pain in the side of your head, & your wallet.

The previous Council (Val etc.) did waive application charges for developers to encourage development, which I thought appropriate considering the state that Cairns has been in since 2008 (GFC), however, to slug the residents with money that developers properly should be liable for, & we're talking MILLIONS here on a large development is not only ludicrous, but criminal, given our current economic climate here in the Far North. Manning & Mob should be horsewhipped.

Also - Anonymous 19.33 (Yorkeys person) - the 'bike lanes' that you refer to are part of Marg Cochrane's blessed 'curb & channelling' along the extreme sides of the road, next to the curb. They are pitched at around a 40-degree angle, to allow water to run off the main part of the road. I don't ride a bike, but I would imagine it would be far more comfy & safer to ride on a FLAT bit of road, no? We do have the lycraed foos in plenty - witness Buzz Cafe on Saturday & Sunday mornings - but I think they might ride on the main part of the road, where it's flat. The only people using the 'bike lanes' are people with kids in pushers, & people walking dogs, who prefer to be away from the road, because there's no footpath, of course!

See (some of) you all at the demo tomorrow - what's the bet Boring Bob & his Munchkins won't stir from their chambers? Then again, Bob's probably having his first cup of cocoa at that time. Not good to get too excited, is it?

At least our previous councillor was seen showing interest in the area and communicated with the people they represented despite her lack of political experience. Bob R. your observations are on the money. If this morning's sitting is any criterion, debate and free thinking in Cairns Regional Council chamber is, sadly, a thing of the past. Deputy mayor Terry James uttered nary a word the entire session. His cronies barely opened their mouths, merely putting up their hands at the appropriate times to dutifully pass motions or, in the pivotal case of the bike paths rescission motion, to reject reversing the initial vote .... DESPITE a letter from head office (i.e. the State Government) expressing their dismay and questioning the wisdom of Council's original decision. Curiously, the letter in question was passed on to councillors by CRC's General Manager Peter Tabulo on the eve of the meeting — nearly a fortnight after it was received from Brisbane! It was obvious from the meeting that the voices of independent reason — i.e. Crs Leu and Pyne — are fighting a brave (but futile) rearguard action, with occasional contributions from the loose cannons Crs Cooper, Bates and Brain.

Talking about "vile scum", some of the vilest scum rose again to the top today in the form of a former Joh Minister with his usual demented rant, with McKenzie and King listening bemused and in apparent agreement.

King was taken to task by a caller who queried him on the exclusion of anyone from the ALP to the recent "peace talks" between business leaders and the CRC. King squirmed and ummed and aaahed and kept saying that Labor simply could not be trusted to be present at such an important meeting and that it was all too confidential and on it went. The caller was (surprisingly) allowed to go on for quite a while and King was getting more and more uncomfortable and annoyed. He shut the conversation down in the end.

Anonymous 18.50, I recall vividly the meeting held at Croswell Hall, called for by Mackenzie, on the issue of the Entertainment Precinct. All his supporters including cranky old Tenni were there, all boring it up the Mayor.
There she stood, Val Schier, dignified and controlled, explaining away peoples fears. All up on the stage with her, were opponents of the EP ie the bloke from Seaswift, shamelessly pushing their own barrels, explaining how vital the land was for Ports expansion blah blah. Mackenzie was sitting at the back, orange birds nest of a wig askew on his head, talking loudly and self-importantly on his mobile phone. There would not have been out of a small crowd of about 150, more than half a dozen of us who supported the EP. The point is Ms Schier revealed herself to have real gumption as compared to the likes of Gavin King, Michael Trout and so on who could not front up to a community forum in City Place earlier this year. Ms Schier behaved as a civic leader SHOULD, that is to front the critics personally and offer full explanations to all queries and concerns. Would Manning have the buts to do this? I doubt it. Certainly King and Trout have revealed they do not.

This is very worrying. The PPP concept, like so many, comes from the UK where it is called PFI (Private Finance Initiative). George Monbiot has been tracking them (and exposing what a disaster they've been) since they were set up by the British Labour government in the late 1990s. It is always intriguing to me that we inherit the failed models of other countries and Australian States. Not only are we picking up on failed PPP/PFIs from elsewhere but the scandal over contestable funding and the setting up of shonky RTOs (Registered Training Providers) recently exposed on the 7.30 Report is another case in point. The failure of private RTOs in Victoria has not deterred the Qld govt but simply encouraged them to go down exactly the same, disastrous road. TAFEs will be at even greater risk in the coming months from a recently commissioned report suggesting Qld follow the Vic road to ruin

In both these instances there is a common thread. Governments are desperate to divest themselves of the financial and political responsibility and accountability of their actions and seek refuge in the coward's castle of private enterprise which jumps with glee at the prospect of massive public funds to play with, at little liability cost and big chunky profits. As I say, read Monbiot and others to discover the reality.

Just wondering how the community will feel when Festival Cairns is given to Events NQ. Festival ownership is now being decided by a task force made up of councillors. Recommendations are being ignored. How can we get this info out before the final decision which will happen before the end of the year. Not sure where to go.

Are there grounds for an enquiry in Seaswift interference in a democractic process when now it is obvious it was for profit on sale of business? Manning too the same view but has no say in the port operations so begs many questions.

Cr Cooper performed some impressive verbal gymnastics when queried by Cr Pyne during Wednesday's Council meeting as to why a task force were needed to "tweak" Cairns Festival. Could Events NQ be prevalent in the hidden agenda? Time will tell.

Wasn't it Mayor Manning who said he and the little lady 'flew south' to see shows. Was this justification for attacking the CEP?

Opera Australia are doing a simulcast from Melbourne to 8 regional cities from Townsville to Brisbane. They have been very careful to choose venues which have facilities adequate that the people of regional Queensland could truly enjoy the performance as though they were actually at it. Cairns appears not to have been up to it.

I'm thoroughly nauseated by the continual diatribes from all political parties, and all levels of government. It's all about self-serving their own needs which line their pockets. Considering that we may possibly have a pool of approx. 11 million taxpayers, how can we continue to spend what we don't have (including expenditure of maintaining the lives of boat-people and refugees). I am a firm believer, that all politicians, just like car-dealers and realtors, would not be able to lie in bed straight! It's time they are held accountable for their "campaign promises".
