CAIRNS BASE HOSPITAL LOOKING LIKE NEXT FOR MASSIVE CUTS AND JOB LOSSES


Massive funding cuts for Cairns Base and other regional hospitals, set to be announced last week by the Cairns and Hinterland Hospital Board Director "Unsir" Bob Norman were held up on orders from the Premier's office - with Newman unwilling to face protests in Cairns.

Insiders indicate that over $13 million has been stripped from the hospital in the current financial year, and up to 150 jobs will likely go this week.  And more cuts are set for next year, with the likelihood that the just recently built Liz Plummer Cancer Centre will be closed.

Delay of construction and opening of the new hospital addition is also being mooted.  One of the key problems facing the finances of Cairns Base Hospital -  the short-sighted failure to scrap this inefficient, aging facility and build a new one saddles Cairns with the highest patient operational costs in Queensland.  A new, properly designed hospital would have greatly relieved the budget for the hospital.  Not to mention the ignorance of building your only hospital on the foreshore of the Pacific Ocean in cyclone country.  Whoever made this stupid decision should have been strung up.

Attempts to get a response from CEO Julie Hartley-Jones have been unsuccessful.

We understand MP for MacKenzie Gavin "Don't Rape Me" King was briefed last Monday on the cuts.  Fighting for Cairns?  In your dreams. 

While all these cuts are being blamed on the federal government, who's to really say what's going on?  Smaller hospitals have been told that cuts were required due to "census adjustments".  But Cairns is the fastest-growing city in Queensland?  How can cuts be justified - we're not even keeping up now!  

With both sides of politics at new lows, the sacking of health workers in a lead-up to a federal election could shockingly be a new election ploy by both sides - with "restoration of services" being part of the ALP and LNP campaign promises.  It's not beneath either of these groups to throw health workers under their campaign buses.  Your anger should be directed at the local members, and the local Hospital Board.

If the puppets appointed to the Hospital Board - "Unsir" Bob Norman, Leeanne Bou-Samra, Margaret Cochrane, Carolyn Eagle, and Dr. Henry Glennie had an iota of civic pride, they'd all resign instead of serving as puppets for this kind of chicanery.

The population may still be growing but not at the same rate as predicted. The cuts therefore are good management. If labor kept funding invisible people then LNP/Liberal would accuse them of waste. If more people had arrived do they suggest no rise in funding? LNP are truly stupid but even worse they are treating taxpayers as though they are.

Christ, this is going to be a Federal Election issue, with the LNP blaming all the sackings on "Julia". So what will happen? Abbott will be voted in and continue with the mass sackings around Australia, including more hospital staff. It is the beginning of the end of a national health insurance scheme, free medical treatment and free hospitals. I just wish I could go away somewhere remote and not watch it all so predictably unfold.

Looking at just who they all are, I can see them axeing the Liz Plummer Centre. Oh, they will say the usual meaningless words like "Tough decision, blah blah. It's all the fault of the Labor Government." But look at them all! All of these people on the Hospital Board have the income and means to fly to Brisbane or Sydney to receive cancer treatment. They are wealthy people! They don't give a shit about people who don't have the money to fly South. Just like Bob Manning and his wife who "fly to Brisbane or Sydney to see shows."

CC from Kewarra Beach, Jethro, ruby etc, I seriously doubt that anyone would ever close the Liz Plummer Centre. The Cairns community came out in their thousands to support the centre, and they will turn out again in their thousands to protest its closure, should that ever come up.
It would be political suicide for the LNP no matter how hard they would try and "blame" Labor governments. Most of us recall it was Jim Turnour when Member for Leichhardt who secured us the Federal funding required for the centre back in 2007/2008. I know this perfectly well, because I was one of the original members of COUCH and I asked Jim, when he was a Candidate for the 2007 Federal Election, to attend a COUCH meeting at the Pacific Hotel. Jim attended and pledged to obtain the Federal funding. The rest is history.

Interested to note the other comment on Gavin King page relating to the rapes on the Northern Beaches. I recall a few people raising this issue when all the outrage articles by Cairns Post with King as editor was centred around anti-social behaviour of Aborigines and of course the radio as well.

However it did not excite as much when women were getting raped in their own homes as not so bad, afterall the women ask for it most of the time. Isn't that right Gavin? Plus not as much fun as putting the boot into Aboriginals once again.

Also it did not fit the narrative that all the crime happened on the southside even though Queensland police updates in Facebook proved otherwise. The few murders we have had certainly were north of Stocklands.

The truth seems to be a burden in this town, a real bloody nuisance. Even if the "ferals" were perfect they would still be charged with all offenses against the delicate dispositions of Gavin and his ilk as they to denigrate others to feed their ego.

That hospital was located where it is when there was no air conditioning and the comfort of patients depended upon the cooling sea breezes. In fact, a lot of beds were placed on the verandahs for this reason. Anyone who has lived on a beach knows that the temperature is about 10 degrees cooler than further inland. Having survived many cyclones in Cairns over nearly 80 years, I have never heard of any storm damage to that Cairns Base Hospital, even when it was all built in timber.

It would seem that some readers (Destiny Prophet) do not understand changes that have been made in health care in Aust in the last 2-3 years.

The federal goverment is now responsible for funding hospitals throughout Aust through the establishment of Hospital Boards. This came about in about 2010.

MInd you, when I first came to QLD we had hospital boards (ie community controlled) in 1990 and by 1995, they had failed so we went back to Corporate Office control.

Anyway, I digress.....

So we now have a situation where the federal govt is actually funding hospitals in Qld.

Along comes Campbell Newman, who then decides to take advantage of this situation and changes legislation to sack as many health workers as he can, then with the rest, legally move them from QLD Health payroll to federal govt payroll ie across to the Hospital Boards.

So bottom line here folks, is that when the job cuts happen, Newman and cronies can put their hands up and say "Not us - we are not to blame" You need to blame the Hospital Boards.

Now Hospital Boards - recently, the Labour fed govt got the budget into the red (you heard Swan said that there was not going to be a surplus this year yada yada yada), so the feds cut $150 billion from the health budget (read hospital boards). For Cairns and Hinterland that equates to $21 million over the next 18 months.

I doubt very much if it will be nurses and doctors that get cut. More like those in admin positions, and also those that sit outside the hospital environment such as mental health staff, community health staff, dental health staff, Alcohol and drugs so if you are aged, have a disability, have a rotten tooth, schizophrenic who is non compliant with medication, have diabetes and a foot ulcer or need some other service as an outpatient, then you will be the ones targeted with cut services. This will be round one in the job cuts, then will have to see how much of the $21 mill we have saved.

There we have it!!!!

So can we now all please get on the same page please.

The priorities of this grossly incompetent and cockeyed LNP government are there for all to see. While myopically intent on getting back the state's AAA credit rating — at the cost of thousands of jobs in the service industry sector — it has committed to making available $110 million for Queensland racing "infrastructure upgrades". Nuff said!

If you are referring to another thread where I quoted Newman, I know exactly how the funding works.

I still maintain that if the state government do not want the responsibility for how they utilise the funding passed on to them for hospitals, they should not appoint sycophants and friends the voters have decided were not up to local administration to hospital boards to cover their own arses. They should hand it all over to democratically elected local governments lock stock and barrel, including control of the money.

Sadly in Cairns that will mean everyone will have to go to Townsville for treatment because there'd be an outcry about accepting the money.

The new extension to Cairns Base will bring it up to a modern metropolitan hospital and capable of all the specialist services Cairns should have. The great city location provides all the services and accomadation patients in FNQ needs.The only threat is this backward Newman Govt.

Here are the Gillard/Rudd Government's Achievments:
- Turned a surplus into a $250 million dollar debt
- Promised absolutely for a surplus 12/13 when even blind freddy knew wasn't going to happen. (we have the worlds best treasurer though.
- Border Protection has gone from $100 million a year to $1.5 Billion.
- Mining tax that failed to raise any money.
- There will be no carbon tax under a government I lead.
- hence driving manufacturing jobs off shore.
- Pink Batts
- Building the education revolution with unwanted halls and library's at exorbitant cost.
- Shutting down the whole live cattle export to Indonesia on a thought bubble.
- Promised to fix hospitals and even take them over. Now removing $100 million in hospital funding.
- Big increase in public servants especially in climate change departments
- Andrew wilkies pokies tax
- Fuel watch
- Grocery watch
- Peter Slipper and Craig Thomson.
- 20/20 Summit

The only policy I think had value was the NBN but seams to be having trouble with blow outs and take up rates nowhere near projections.
Please tell me what successes this federal labor goverment has had.

-The surplus became a defecit beacause of falling revenues, the IMF has labelled the Howard Govt as being wasteful. It's the Howard tax cuts
-there wouldn't have been a carbon tax under an ALP govt, this is an ALP/Green govt, hence the carbon tax.
-The mining tax would increase revenues and restore a surplus if the mining companies make as much cash as they did during the Howard years. The way the big miners are avoiding paying is by building more infrastructure (road and rail) which is keeping thousands of people employed.
-Any school which actually received a hall/library will tell you how grateful they are.
-There isn't a pokies tax, they just debated it, like parliaments are supposed to do.
-How many times did the LNP endorse Peter Slipper for Govt? the ALP only endorsed him once.

I would agree border protection is a failure, but is pretty much exactly what the LNP would have done. I'd rate the ALP/Green Govt at about a 5-6 out of 10. I'd rate Abbotts opposition ideas at about 2 out of 10. If he's the alternative, I'll take what we've got, thanks.

Newman and Abbott are two peas from the same pod, thoughtless idealogues who have minimal experience in the real world (that is the real world outside of the LNP property deals and jobs for mates environment). Turnbull has such experience and the LNP establishment ousted one of the most capable politicians in Australia (even though I disagree with him more often, he can articulate and be rational).

Idealogues in the LNP are just as bad or worse than the Idealogues in the KAP, ALP (unions) and Greens.

I believe in a fair and just society with equal opportunity for all. I believe no-one should be discriminated against on the basis of gender, physical handicap,sexual orientation, religion, age or gender. I believe in the principle of "a fair go for all."
The Labor Party continues to provide the best pathways to achieving these values of mine.
From legislating wage and working conditions, to establishing Workers Compensation Boards, to establishing Equal Employment Opportunity legislation and anti-Discrimination legislation, to decriminalising homosexuality through to fighting Howard's draconian WorkChoices, it is only the ALP which addresses these important changes.
So I am an ALP "idealogue" according to Dean and "just as bad or worse" than the LNP.
Well, you can have your opinions, but in my lifetime I have seen many good changes affecting our society. Divorce is much easier thanks to Whitlam, sole parents have income support thanks to Whitlam. Women have equal opportunity thanks to Hawke. Gay men are not jailed thanks to Don Dunstan.

Yes the changes I have seen in my lifetime - easier divorce laws, illegimate children legally recognised, domestic violence shelters funded, sole parents pension, national health scheme (Whitlam Govt), Equal Empoyment Opportunity, national breastscreening progam (Hawke) and now a National Disability Insurance Scheme (Gillard). Australia only progresses when there are Labor Governments. The LNP see governments solely and purely as a corporation with one bottom line, making a profit at any cost. They no longer see governments as having a responsibility to serve the people, but the world financial corporations. The Newman Government is typical, and the amount of anger out in the community continues to soar.

Queensland had a AA rating, Australia has a AAA rating. We still attract overseas investment. Our debt levels compared to the rest of the world are excellent, yet the LNP rant and rave about the coming Armageddon, mass starvation, followed by plague and pestilence and catastrophe, if we don't get a surplus budget. How the fuck we ever managed to fight World War 11 and survive with a DEFICIT budget, I don't know. Of course we know the LNP with Menzies at their head was booted out when they wanted to give Queensland, "North of Brisbane" straight over to the Japs. We've had many years where there has been "deficit" budgets, and we have all survived, but funnily enough the LNP don't say this. We have had both surplus and deficit budgets under both Labor and LNP governments, yet the LNP continue to spruik lies about it.

As a local medico, I know a lot of us actively avoid functions where we know a certain hospital board member will be present peddling his medical business- no, not his practice, but his telehealth program that he tried to get one of his staff to show me, but it didn't work that well. I hope he isn't trying to force it on CBH. But then again, that would be a conflict of interest, no?

So the Ergon job cuts that King denied were going to happen will happen, and on a larger scale than the union had thought. But instead of apologising the LNP is claiming that these were part of a package of job cuts announced earlier.

Word has it that Metro North Hospital Board will be sacking 1,000 staff tomorrow. 35 full time positions are to go in the Torres Strait Northern Peninsula Hospital Service out of a staff of 400. Several Community Health Services at Strathpine are to close, don't know the loss of staff yet. Still don't know what is happening in Rochampton and Eventide.
Word has it that we are undergoing "Round 2" of the LNP sackings. This round is planned to shed between 5,000 and 10,000 positions from Queensland Health.
Round 3 is due to start in September or so we hear when Education and TAFES will be attacked.

Off topic but worth pointing out that Townsville is powering on with its Waterside Precinct and has just been allocated $100,000 from the Newman Government to conduct a feasibility study for its "super stadium" plans. Thanks to the local LNP , Cairns has lost its Entertainment Precinct while Manning and King are dithering round and round the mulberry bush.

I ceased getting the Cairns Post months ago — after scanning it on a daily basis for some 25 years, largely as a professional obligation — but I can't help noticing how gaunt the paper is getting when I spy it in coffee shops these days. The Compost once had some relevance in/to the community. The rot set in with the appointment of a series of non-local editors. They merely used the rag as a staging post (pun intended) to more fertile plains in the News Ltd empire. The daily organ became truly cancerous when the self-serving G.King was given carte blanche. Now it is nothing more than a tired little tabloid in its death throes. The last rites are imminent.

Premier and Health Minister today confirmed that 1,000 positions across all disciplines to go from Metro North Health Service with potentially another 400. Newman was seen at one hospital flanked by a mass of bodyguards. Newman announced that his Government will embark on media campaign contradicting the objections by the Nurses Union and putting the blame on the Federal Government. This is very dangerous politics at work folks. Your health and lives are being endangered here.

Queenslanders were warned over and over by the ALP not to trust Newman during the Election Campaign. He is still lying about job cuts and services being axed. Community Health Centres and Home and Community Care (HACC) programs have been axed in Brisbane. Apparently there are thousands of jobs to go in Queensland Health throughout the State. This is definitely putting the health care of Queenslanders at risk.

In fact the masthead Cairns Post may well be in breach of advertising standards, the Trade Practices Act, and any other law or regulation that requires honest descriptions of products. And the Shitrag's references to itself as a newspaper are also, obviously, highly questionable.

Whatever, the fact is The Cairns Post isn't going to provide us with information about Health funding cuts and staff sackings and whatever else the LNP Government is doing, however facebook has some sites set up whereby health services staff can provide information about cuts and sackings in their workplace. Hooray for social media. It is galvanising people from all over Queensland into some sort of united watch dog and opposition. The Courier Mail and the Brisbane Times also provide some information as someone here pointed out.

I wouldn't get too excited ruby about social media. Yeah it might help keep people better informed but we know that it had NADA impact on the Council Election last year. The real winners there were the mainstream media machine which crucified Val Schier and guaranteed old Bob and his Unity Team an easy win. In any showdown between the LNP government and the Nurses Union, the mainstream media will support Newman and make the Nurses Union look like the villain. LNP supporters and even Newman are pretty damn good at "bagging" the workers they are sacking, so it would be easy enough for the pubic to turn their sympathy and outrage away from all the sacked health workers. People are easily manipulated by the mainstream media.

I read where school nurses are going to be sacked. I don't think this is good for the children. Some parents don't care about their kids and they send them to school sick. I think not having school nurses is going to be very bad for our kids and I am worried about it.

Newman is currently on radio blaming all the Health cuts on the Federal Government. Easy, peasy. Reckons he "can't control it and not going to take responsibility". He reckons he will "always fess up and will always take responsibility for what we do."
He also said, "We in the LNP have always been honest and open."...
YEAH, like "No public servant need fear me."

1000 jobs go on top of 14,000 and they blame the Federal for 400 job cuts OUT OF NEARLY 15,000 then try to make it all FEDERAL.

On top of that it is a formula so why state government get it wrong in their budget? Does not sound like an actual amount was ever promised but an amount based on population, inflation and FX. Surely they can make their own forcast and take responsibility. MOST PRIVATE COMPANIES WOULD. If I was a number cruncher at a firm and said our income had dropped because I based budget on another companies formula I would GET SACKED.

The centre right are ok but when you go to the right right right the brains are fried. Stupid people.

I know several competent hard working public servants that kept their jobs.
I also know several slack ones that were made redundant with a very generous payout.
No one was "sacked!"

Well Anonymous 17.46, bully for you. So you personally know of all the 14,000 former government employees who have lost their jobs do you? You personally know that each and every one was not "sacked" and that all those 14,000 received "redundancy payments"? It's nice and eases the guilt a bit doesn't it to think that the "good" staff kept their jobs, while the "bad" staff were told to go. Well, I suppose it is a little better than just tagging them all "bludgers", "pen pushers" "fat cats" etc

HEALTH Minister Lawrence Springborg said the equivalent of 2000 full time nursing jobs could be cut over the next six months as the funding war with Canberra escalates.

The state yesterday said the positions were on the line as a result of a $103.4 million mid-financial year Budget blow by the Gillard Government.

The cuts could force the total number of public service job losses to climb beyond the 14,000 initially announced by the Newman Government.

That includes the potential loss of 400 staff from the Metro North Hospital and Health Service district, which will lose $22.5 million in federal government funding.
"So you are taking out the equivalent to 2000 jobs over a six-month period. That is the brutality of these federal cuts," Mr Springborg said.

"Everyone is trying to minimise the impact of it though through reducing overtime and finding other areas of non-essential expenditure."

Looming staff cuts tied to federal funding reductions in December were not factored in to the Newman Government's previously announced 14,000 job losses.

The Premier yesterday said he was prepared to take full responsibility for his previously announced job cuts, but not those attributable to federal funding cuts.

"We won't be going after further savings in terms of staff numbers," he told Radio 4BC yesterday.

"But we can't be to blame for what they (the Federal Government) have done in terms of their rather underhanded job cuts.

"There will be no more (job cuts) from us, but what you are seeing in health right now are Julia Gillard's and Wayne Swan's (cuts)."

2,000 more health service jobs to go? Having been a patient in public hospitals, I don't know how they are going to cope with this. They are already operating under a huge strain. If you recall the State Election, the LNP criticised the Bligh ALP Government for not spending more money on health Gavin King promised to get us "Tier One" level funding for the Cairns Base Hospital which they urgently need. Yet here we are going to see severe funding cuts and staffing cuts. This is going to be really scarey. Some hospitals won't be able to cope at all.

You're not wrong there CHRIS. The scarey thing is our health services will be screwed over leaving us with inadequate health care while the Newman Government swing on their heels and point the finger of blame at the Gillard Government. The Newman government were elected because they blamed the Bligh Government for spending too much and racking up a state debt and Newman started as soon as he was elected in slashing all government services. I reckon he has only come up with this enormous lie because people are out there protesting the closures of hospitals, wards and sackings of staff. He's trying to divert the anger away from him but people are not swallowing this.

Make no mistake, public servants were given no choice but to take redundancy.

Whether they be hardworking or slack,

1)Positions were identified as being expendable.

2) Individuals were identified as being expendable

3) Some were notified by email that their job no longer existed.

4) They were offered on ONE hand....

two weeks pay for every year of service, plus normal entitlements such as holiday pay, long service pay etc.

OR

On the OTHER hand, they were offered,
3 months of continuing employement, and if a job could be found, you could apply along with all the others made redundant and if at the end of the three months, no job could be found, then you were kicked out with no redundancy entitlements.

What would you have chosen if you had been in the same desperate situation?
