GOVERNMENT, HOSPITAL BOARD, UNIONS, GAVIN KING - NONE CAPABLE OF GIVING STRAIGHT ANSWERS ON CAIRNS BASE HOSPITAL CUTS

First of all:  there's something wrong when every member of a five-member hospital board, responsible for public health care, all have top-cover private health care.  Isn't this a conflict of interest?

HBW should note that we support hospital and medical streamlining, no matter who does it.  We're aware of widespread malfeasance by hospital and medical staff and wastage of supplies and materials -  both indirectly and via voluminous examples sent to HBW by Queensland Health Staff.  The Beattie/Bligh government did nothing about it for years.  But indiscriminate axe-swinging by political puppets is no better, especially when we're faced with a new hospital building next year that we're clearly unprepared to staff.


With surprising lack of hysterical shrieking, John MacKenzie soft-pedaled the Cairns Base Hospital cuts during the first hour of his show today - with many believing he hadn't yet been instructed on who would be vilified as the "bad guys".

However, by 10:45 AM he had lined up those involved in the situation to speak (however no one from the ALP).  But after an hour of various parties yammering, the public was less-inforrmed than before.

First up was the Chair of the Hospital Board (keep in mind an appointed, political body for which the public had NO say), "UnSir" Bob Norman.  Norman claimed that there were no cuts to "clinical staff" and then he went on to say that the "reorganisation" would get clinical staff doing "administrative services" "back on the front line".  He then reiterated that there are nurses that are in administrative positions and said "we're going to get those people back into nursing positions".

Bob, you're cutting 234 positions - moving people into different positions aren't cuts!

Asked for and example of the kind of work that would no longer be done, Norman yammered and stammered, stumbled and mumbled, claimed he couldn't "go into detail", and then said "I can give you one example that has been given".  His example?  Previously we were printing all the pathology results and staff (not necessarily nursing staff) were spending two hours every day filing these results in patient charts.  Results that apparently are also stored electronically.

Norman then beamed "not only do we save on printing costs, but we save on two hours staff every day filing those results".   Pussycat MacKenzie rolled over like a dead dugong instead of questioning this extreme level of stupidity.

That's all ya' got, Bob?  After this so-called extensive "review of operations", all you can give us is two measly hours staff time saved?  You don't remember anything from the Ernst and Young review you paid $$$$$$.$$ for?  A more pathetic performance we can hardly remember from anyone at the hospital - and this is the guy "in charge" of the second largest business in Cairns?  He couldn't run his Cold Rock ice creamery for a year before going under.  You're a joke, UnSir Bob.

Then Dr. Sandy Donald, a doctor at the hospital, first confirmed a huge bed shortfall over this past weekend that resulted in cancellation of surgical services on Monday.  This was important because this is the environment that these cuts are being made in.  Dr. Donald confirmed that the secrecy and lack of consultation by the inexperienced hospital board has been stunning, with no evaluation of the impact on services.

Then of course we hear last from the Member for MacKenzie, Gavin "Don't Rape Me" King.  He did his usual "Pollie 2-Step" - put the blame on the Hospital Board and ALP, with special spin put on Wayne Swan.

Oddly, just earlier this week Federal Minister of the Blogosphere Warren Entsch made a case for Cairns to be given more and special funding to handle the increasing number of bed-occupants from PNG and other non-Australian areas.  Federal LNP pushing for increased funding, state LNP stripping money from our hospital.

But the political advantage to be gained in this issue by everyone is too great to stop the spin.    Frankly, we know less now that we knew yesterday.

JUST IN:  THE QUEENSLAND NURSES' UNION HAS ADVISED THAT "NURSES AND MIDWIVES ARE NOW RECEIVING PHONECALLS FROM CAIRNS AND HINTERLAND HHS NOTIFYING THEM THEY ARE REQUIRED TO ATTEND ONE-ON-ONE MEETINGS TODAY OR TOMORROW TO DISCUSS THEIR EMPLOYMENT FUTURE".

QNU has suggested NO nurse attend alone, and that they demand their QNU representative to be with them.

I was gobsmacked listening to Bob Norman sputter nonsense. He clearly wasn't across even the broad strokes of whatever he signed-off on. As CEO of this "company", he should have been prepared to present his case and defend these decisions. Who elected these people to this important position? Oh, I remember. NO ONE

Norman played it all down and glossed over as much as he could. It was interesting he couldn't repeat just one of the Ernst and Young recommendations. The one example he gave of staff wastage, that of staff downloading hard copies of pathology reports and putting them on paper files when instead they should all be left online, was pathetic. Don't doctors, specialists and patients all need to see these? Or do we tell the patient, "Your pathology report is online, so when you're well enough you can go and access it yourself." ?? Does the nurse tell the visiting specialist, "Oh the pathology reports are online for when you have the time to sit down and access them." (I can just imagine what the busy specialist is going to say to that.)
What a fool this Norman is.
Finally Gavin King also tried to downplay the numbers losing their jobs like it was an everyday occurrence and nothing to worry about. Mackenzie of course only asked the soft questions of them all and went along with them. Had it been a Labor Government of course Mackenzie would have had all the hate brigade lined up waiting. Oh, Mackenzie asked several times for "people affected by this decision to phone me". Of course no-one did.

"Community Management" of our local hospitals was supposed to make them MORE responsive to the community. Instead Bob Norman shows just cowardice, and reveals that these local boards are just tools of the government, and don't give a shit about the community. A REAL board of locals, told to cut services at a hospital already underfunded should have told Newman and Springborg to get fucked. That's how local control is supposed to work. Instead we have a board of LNP yes-men unwilling to defend their community. They are no less than community traitors. Courage is dead.

Aside from the merits of slashing positions, and there are no merits, the handling has been atrocious.
People were given the broad outline yesterday. Today and tomorrow they are being called in by their managers to be told their fate. Staff in Cairns North and at the Base, to my knowledge, and probably everywhere else, are working at their stations or desks, many crying, waiting for the call. This is almost inhuman. The plan takes no account of human feelings. I have nothing but contempt for the Board and their lackeys. Fear is rampant and is part of the way QH functions now.

At the moment in Cairns, advertise an Admin job and you will get well in excess of 100 applicants. That was before these redundancies. Men may be getting jobs in this town, but the women aren't.

As for the old codgers running the hospital board, they're as effective as ... well, Manning as mayor.

PS: That HBW is blocked on hospital computers and wifi is stupid and counterproductive. It only guarantees everyone checks in at home to see what the hospital board are so worried about blocking. Not too smart this lot.

Anon. 19.03 Obviously you only read the good LNP stories in the Compost. On Monday,Jan McLucas put out a Media Release of her "Serious concerns about Cairns Base Hospital", which the Compost printed some slight comment on Tuesday. You should be aware of the following facts:-
1. The Queensland Government's own Service Delivery Statement 2012-13 shows that the LNP have slashed almost $3 BILLION from the Queensland Health Budget.
2. The recent Commonwealth budget update confirmed health funding in Queensland will be increased by 21% over the next four years.
Gavein King would be aware of this but it is a lot easier to blame the ALP than stand up and fight for his constituents in Cairns. Where is Kempton and Trout hiding. This slashing of services will also effect the quality of health provided to there Constituents as well. All of the LNP feel happy to go onto the MacKenzie show to justify the actions of the LNP in Queensland. Can someone tell them that on a good day MacKenzie would be lucky to get 400 listeners. Charlie.

The "homeless health outreach team" have been abolished? So there isn't anyone now checking on the health of the indigenous homeless people???!! Surely this can't be the case?? For the record, some of those people in the past have been picked up and hospitalised with tuberculosis. With deadly strains just across the T.I. straits in PNG, this is something we cannot as a society afford to overlook. This is just sheer irresponsible in this day and age of public health delivery.

Instead they just took orders from Newman, nodded their heads and obeyed. I wasn't aware that Traill or Dr Donald "campaigned against the Bligh Government" Anonymous 08.13. They were both very critical of the Bligh Government, yes, as indeed a lot of us were. I doubt you would ever find a Labor supporter who would say "Our party is perfect" because it just ain't. Nonetheless it still is the one party which cares for the population and doesn't throw old people out of nursing homes or abolishes Home and Community Care services. And it never has sacked 14,000 (and increasing) government workers.
As for "they got what they wanted", I have yet to find a single Queenslander who "got what they wanted" from this Newman government. Everyone I know is just disgusted.

Kathy M, you are right at being alarmed that the homeless health outreach team has been abolished. The homeless indigenous people here, are not for the most part healthy people, and have a plethora of health issues. It is unacceptable that the LNP are putting the general community at risk of contagion.

Under funding the hospitals, and cpmpromising health delivery is a deiberate tactic of the Newman Government. Once health services are in dissaray and peoples health is sufferring, people will be more amenable to the suggestion of privatisation of Queensland's entire hospital system. I have no doubts this is the objective of the Newman Government. It isn't just sly and underhand, it is also cruel and despotic as many people will suffer and even die during the process. For medical staff, the next couple of years is going to be hell on earth. Now watch the LNP try and deny it!!

HBW, I beleive Un-Sir Bob would have been briefed on these cuts to CHHHB when he accepted the position of Chairman. He would have been told what he was required to do. He would have been made aware of the cost cutting that Bejlke-Newman was introducing and he accepted the job knowing all of this. No doubt he would have passed this onto his Board who have dutifully fallen into line. Likewise Un-Sir Bob would have told Julie Hartley-Jones of what was expected of her when she accepted her position on the new Board.
Un-Sir Bob would have insisted on all the secrecy that has gone on and would not have consulted widely. After all, he knows all and is an excellent business manager(Just ask him). He would have been looking to cut as many jobs as possible to then give job to his mates in private enterprise. Some of the jobs that have been slashed will be replaced by private contracting firms. Hopefully, none of these private contractors will be friends of Un-Sir Bob or any other member of the Hospital Board. Then of course his mate, the Minister for Cutting Health Funding, Laurie Springbog said you can blame it on the ALP and Anna Bligh. Charlie

In addition to the Homeless Health Outreach Team and ATODS staff, the Sexual Health Outreach Team has been decimated. Apparently one person out of 4 remains. There is a syphilis epidemic raging on the Cape now. There have been deaths from congenital syphilis. The approach of the government is to leave the weakest to their own devices. This is immoral. The consequences for the wider community are certain to be serious.

Today at the same time that hospital staff were being told that their jobs are over, and wondering how they are going to manage, Gavin King was sitting safely ensconced in the 4CA studio with John Mackenzie. Mackenzie played the role of King's "Nanny" to perfection, praising his little boy from time to time and shielding him from any nasty callers who might have lost their jobs and been upset. "Nanny" Mackenzie only permitted the "nice" people, like Julie of Whitfield who ingratiated herself before speaking, telling King what a great person he was. Then Julie proceeded to ask King the classic Dorothy Dixer about wasn't it was the Federal Government's fault for the hospital losing funding? It gave King of course the perfect platform to excuse his own government and his own ineffective lack of representation and blame it all on the big bad Labor Federal Government. "Nanny" and King had a jolly good old time on the program today!! Oh how they chuckled at the thought that in Parliament Michael Trout is called "Brown". It's good to laugh when many people are being sacked.

Has anyone heard a breakdown by department yet? I heard an absurd figure from Mental Health, but it must have been an exaggeration- they are always at over 100% capacity so it seems strange to cut almost a quarter of the jobs from there?

There are more than 234 jobs going as a lot of staff work part time, the figure must be closer to 500 staff loosing their jobs. Whole departments are being closed not just a few staff. It is a slaughter house at CBH.

Oh alright everyone, do you think we could get off this subject of domestic violence? If it is the same bullyboy, then stories have circulated for years, but no woman has come forward to substantiate them. If it is true, then it says just as much about the weak, passive toerags of women as it does about his brutality. There are more important things to discuss in this forum, to be quite frank. These health delivery cuts are going to affect us all. I'm particularly concerned about the loss of mental health resources and the four staff from BreastScreen Queensland.

There are many nurses at CBH hospital that have not been near a patient in years and are holed up in the administration block doing very little for $120K+ per year. Sack the lot of them and get more "real" nurses. The LNP is doing the right thing by getting rid of these overpaid fatcat nurses.

My wife tells me that the nursing human resources department at CBH is especially bloated and is well known for doing F_ckall work. Maybe these slackers will be the first to get the chop!
