BOB "SLEEPY" MANNING AND CAIRNS COUNCIL PART DEUX - SHADY LAND DEALS FOR MATES WITH NO PUBLIC DISCLOSURES WHILE INFRASTRUCTURE DEMANDS GO UNADDRESSED

Mayor Bob "Sleepy" Manning was no open-government advocate during his halcyon days at the Cairns Port Authority.  Protesters were summarily ejected from the building and meeting records were unavailable to the public.

The previous open operations of Council (oddly started under previous Mayor Byrne but spurred on by the Queensland Labor Government) are gradually and systematically being eroded - especially as they pertain to land deals "for mates".

At this past Council meeting an agenda item for closed session caught the attention of many:  



There is no indication from the agenda item of the parcel of land in question - a break from previous Council publication, and likely a violation of the Open Government Act.  There is speculation that since this involves the purchase of a Novatel-related property in Division 5, and some kind of council support for the proposed CBD Aquarium project.

But with councillors unable to discuss these closed items, who's to say?

This comes on the heels of another closed meeting decision involving a property owned by unSir Bob Norman, acting as director of a company called Pilebridge P/L.  Norman's company owns a landlocked hillside area above the Western Arterial Highway, currently only accessible via council-owned service road to the Brinsmead Tunnel Hill water treatment plant.  The project was originally rejected by the Byrne council in 2003 - it was (and still is) in violation of the Cairns Plan and puts housing on a hillside ridge line.  In the inevitable lawsuit and negotiated settlement by the Schier council, Norman was given permission to build the development and ordered to pay the "mean average of two valuers" for the council land necessary to build the road.



And the project sat doing nothing until last month, when Norman decided he didn't want to pay so much money for the road and went back to the Manning "good 'ol boys" Council to get this amount reduced.  DESPITE AGREEING TO THE REQUIRED AMOUNT IN A COURT SETTLEMENT.  So the Manning Council, in closed session hidden away from the public, pushed thru a CHRISTMAS GIFT for unSir Bob Norman of perhaps over $300,000!  Ratepayer Money!

In the last Council meeting we saw a large project at Craiglie (soon to be Douglas Shire again) approved by the lame duck Cairns Council over the objections of the current councillor and elected Mayor of Douglas, along with several new elected Douglas councillors.   The project when first submitted was also opposed by a huge number of petitioners from the Douglas area. 

The council report notes the land in question, the lowest-lying land in Craiglie, is "subject to frequent inundation" from both overland water and the Mowbray River.  So while Cairns Council is building retention basins due to their poor storm water management in the city, they're jamming a guaranteed to flood project down the throats of the new Douglas Shire council!

There have been a string of last minute development approvals and extensions "gifted" by the Cairns Council to Douglas Shire projects that should have waited for the incoming Council to review.  Including one to Clive Palmer, now owner of the Port Douglas Links. 

Bob Manning's continued insistence that he's been "agnostic" in the process is more Manning bullshit.  Cairns Council is giving Douglas a swift boot up the bum on their way out.  Disgusting performance, Bob. 

Dozens of car parks have been removed in the Grafton Street remodel (sickeningly, George Karagianis has seen fit to "honour" Cairns original Chinese Heritage area with a collection of sex toys used in brothels 100 years ago.  Cueball chuckled like a nine-year-old schoolboy passing this along on this radio show).  And more parking will be lost in the City Place remodel.  $27 Million committed to replace a swimming pool that no one uses in that location anymore.  Where is the promised parking garage on the old Post Office site?  Why is the Moody Creek flood retention basin 35% the required size to do the job?

Manning again demonstrated his total lack of leadership when he declared he was "on the sidelines" with the de-amalgamation issue. His own political party used it as a flogging stick to carry them over the line in the State election. Then they sent Colin Meng around the State warning people against de-amalgamation. If Manning had had any REAL leadership ability he would have argued the case for amalgamation which wasn't done in the first place,just for the sake of it. Instead, he said nothing, but has given the new Douglas Shire a real kick up the guts as Hillbilly has exposed. One thing you can be certain of, there will be more coming. Oh, and Bob R. whose "salty" comments make me laugh, has hit the nail right on the head. We all know it is coming. The tried, proven and highly successful LNP ruse of "blaming it all on a woman". Easy peasy, and guaranteed to be successful. Julia Leu is guaranteed to be in for a torrid time of it.

All decisions made by affecting Douglas that have been made by Cairns council should be reviewed by the new Douglas Shire Council.
It is Douglas not Cairns that will foot the bill for these decisions.
Where is David "The Ghost" Kempton on this or any other matter that affects the people of his electorate?

I feel developers and the individual councillors who allow development in areas that are known to suffer from weather events should personally pay for all damages.
The white shoe boys are back and are in a competition to see who can be the biggest scum bag.

Manning is a long-time member of OBMAOC — Old Boys Misogyny Association Of Cairns. He denied Cr Leu her rights in speaking against the motion at the Council session that hammered the final nail into the coffin of the project that Mayor Val Schier fought so long and hard for. Sleepy and his spineless disUnity crew have the loss of the Entertainment Precinct forever on their conscience. Cr Leu's departure from the Regional Council has left Cr Pyne (the State member for Cairns elect) to fight the good fight on his own against the faceless 'Yes Sir. No Sir, 3 Bags Full' councillors.

Tony Hillier, I doubt he loss of the Entertainment precinct is on Sleepy's conscience, as he and the lady mayoress prefer to fly to Brisbane for their entertainment and the rest of us can get stuffed.
Never occurred to the silly old fool that, with a high standard theatre of our own, Brisbane folk may have just as often flown here for theirs … and spent $$'s in town.
But the Sleepy has never been known for his smarts, always a front man for others, even in the CPA.

So who in the LNP is making money from this purchase? Who is it in aid of? Oh that's right, we the ratepayers whose money is being used by Manning and his corrupt bunch of Councillors, aren't being told. So how much of our money has been used? $500,000? Yet remember the furore when Val Schier asked for her Mayoral chamber to be repainted duck egg blue? Mackenzie roared away his voice squealing with outrage for weeks. The Cairns Post wrote lengthy tirades of condemnation. Yet here we see what amounts to secret, dirty corrupt deals involving hundreds of thousands of dollars of ratepayers money and the media are silent, completely complicit in corruption.

The public are waking up to the bullyboy tactics and the fascist compulsion the LNP have to control and dominate people. Interesting viewpoint there Observer. Will the public get the full picture however? The State LNP have actively demeaned and diminished the role of women in public office, put the highest number of people ever in our State's prisons so that prisons are overflowing, sacked the highest number of people by any one government ever, have given schools the right to deny children education, and are now telling Queenslanders who they can or cannot associate with. The LNP today are fanatical control freaks who want a passive, docile, fearful population doing whatever they are told to do. I agree that the bikers rally today is a turning point, yet it should be pointed out that the VLAD legislation was an assault on that most sacred of Queensland's culture, the macho male culture.

The Cairns Post told the biggest bullshit today in its Editorial (Forum for Opposition)
concerning the Aquis casino mega resort. "There have been questions about its viability, its environmental impact and its social effect on the community. To the credit of the developers, these issues have been addressed through public forums, media scrutiny and through the company's information office."
FUCKEN BULLSHIT, CAIRNS POST AND YOU KNOW IT.
ALL BULLSHIT.
The environmental report hasn't even been released yet, you lying mongrels, so how the hell could the issues be addressed?
There haven't been ANY public forums either, apart from the one being held tonight Wednesday 4th December. As for media scrutiny, bullshit. What in depth interviews have EVER been conducted with the Fungs, the Mayor of Cairns, the local State Member for Barron River, the Federal Police, experts on the environment etc.?

I have the same editorial, Seth at Port, in front of me. Does the Editor at The Cairns Post think we are all fools? It actually contradicts itself if you read it through. It says for example, on environmental impact, that "issues have been addressed through public forums, MEDIA SCRUTINY and through the company's information office."
Then it goes on to say, "The other key sticking point would be its green credentials. An EIS has now been lodged, and will shed light on the merits of the project WHEN IT IS PUBLICLY AVAILABLE for comment."
The entire editorial appears to have been hastily written and an attempt to bag the meeting held last night at the Serbian Hall.
As Seth pointed out, it dares to make an irrational comparison with the politically driven campaign against the Entertainment Precinct.
Does the Editor think we are all fools? Most of us realise that the opposition to the Entertainment Precinct was driven by the SAME PEOPLE who are driving the Aquis proposal and forcing it upon us without any community consultation.

If the numbers of people and the sentiments expressed at the Aquis Aware meeting last night are anything to go by, the Cairns good ol' boys have a big fight on their hands with this dodgy proposal. It was standing room only.
I went to the meeting with an open mind albeit with apprehension about the scale of it and, listening to the 'hard facts' outlined by the experts in town planning, environmental and social impact (in both it's construction stage and beyond) came away dismayed at the impact this will have on Cairns.
Just consider how a the rapid influx of another 40,000 people to Cairns impacts upon this town, see how how our roads, hospitals and schools cope. They don't even cope now, always playing catch up. This proposal is madness. I more you learn of it, the more apparent it becomes.

All of the guest speakers at last night's forum expressed themselves cogently ... in stark contrast to Michael Trout, who mumbled and stumbled his way through a couple of minutes worth of gobbledegook. The Member for Barron River was not the only LNP MP in attendance apparently. David Kempton was there too. I only know this because the Member for Cook posted the following disingenuous remarks on his Facebook page:

"Attended the Aquis Aware meeting tonight organized by the Labor Party where a panel of "experts" gave us an objective and unbiased view. John Byrne and eminent city planner professing to talk on behalf of all eminent planners tried to convince the party faithful that the way of future canal developments would be on a grid pattern and this was somehow relevant ! I don't mind open debate and fair criticism but this was a farce."

The citizens of far north Queensland have never been more poorly represented — at council, state and federal level.

I heard that most of the attendees were pro Aquis. I am a bit concerned too, but perhaps finally the state will be forced to properly fund the area?
A properly organised meeting would have had proponents of both sides speaking. I have heard the 'earth will fall' stories about developments where I live, and it didn't. Of course planners who are not involved are going to bag the project!

The Editorial was a clear effort to bag the meeting on Wednesday night and to tie in the people opposing the Aquis Resort as the exact same people who opposed the Entertainment Precinct. It is downright deceitful and scurrilous, but hasn't this entire chapter of Cairns history starting with the Entertainment Precinct, been full of lies, deceit and cunning as just a few men in Cairns use the media to pull a swifty over the people of Cairns? It is disappointing to see The Cairns Post being so blatantly used in the deception.

Anon 12:59, Aquis Aware was a properly organised and open meeting where "proponents of both sides" were welcome to speak. Apparently the pro-Aquis proponents simply chose not - or, more likely; weren't even there. Michael Trout attended (it's in his electorate) and spoke to the issue - neither for nor against. No mayoral attendance, and with the exception of Rob Pyne, not one CRC councillor, not even Jessie Richardson whose division will contain this proposed development.
Your comment that perhaps the state will be forced to properly fund the area begs the question: why? It's a private capital development and any/all of its infrastructure costs that it creates- within and without its boundary - belong fairly with the developer, not the community.

It is the way ahead for Cairns. Aquis is being forced upon us by a group of sleazy, crooked politicians and the equally corrupt "boys club". Then, once they have their $$$$$$$$$$$$, they will all piss off somewhere and LAUGH and LAUGH and LAUGH at how they shat all over Cairns and the people here. We will be left with the bloody nightmare of not enough government infrastructure, housing, health facilities, schools etc. Increased flights, traffic along the Captain Cook Highway, thousands of extra cars each and every day. It just isn't one of the biggest developments ever in Australia, it is also the only development of its size where the local Councillors and politicians aren't SAYING anything about what roads, electricity, ports, extra water, health, schools sewerage etc etc is NEEDED. Michael Trout and David Kempton aren't saying anything about who pays for the roads, the water, the water treatment plant, the sewerage, the electricity sub station which Aquis will need. Instead they are just condemning anyone who asks questions as being against the project and an ALP supporter. What are they hiding?

TROUT is even abusing the residents of Yorkeys Knob who asked the valid question of why weren't they consulted in the first place as to whether they wanted this huge monstrosity in their suburb. He seems AMAZED that people are disgusted that they weren't consulted. BUT meanwhile TROUT sympathised with the residents of Kuranda who said that they were not consulted when the boot camp was established there, although as the Mmember for the area he would most certainly have been informed himself. SO there you have it. Trout is indulging in all sorts of double standards. Very shifty behaviour.

Ive just had a gander at the POLL the compost is running on whether people support the Aquis proposal or not. Most of the people saying AYE are kids or young idiots who can only spruik things like they want it because it has a water park. So now we will have the compost screaming away that a majority of residents want Aquis before all the reports are in and before we have all the information.
