The previous open operations of Council (oddly started under previous Mayor Byrne but spurred on by the Queensland Labor Government) are gradually and systematically being eroded - especially as they pertain to land deals "for mates".
At this past Council meeting an agenda item for closed session caught the attention of many:
There is no indication from the agenda item of the parcel of land in question - a break from previous Council publication, and likely a violation of the Open Government Act. There is speculation that since this involves the purchase of a Novatel-related property in Division 5, and some kind of council support for the proposed CBD Aquarium project.
But with councillors unable to discuss these closed items, who's to say?
This comes on the heels of another closed meeting decision involving a property owned by unSir Bob Norman, acting as director of a company called Pilebridge P/L. Norman's company owns a landlocked hillside area above the Western Arterial Highway, currently only accessible via council-owned service road to the Brinsmead Tunnel Hill water treatment plant. The project was originally rejected by the Byrne council in 2003 - it was (and still is) in violation of the Cairns Plan and puts housing on a hillside ridge line. In the inevitable lawsuit and negotiated settlement by the Schier council, Norman was given permission to build the development and ordered to pay the "mean average of two valuers" for the council land necessary to build the road.
In the last Council meeting we saw a large project at Craiglie (soon to be Douglas Shire again) approved by the lame duck Cairns Council over the objections of the current councillor and elected Mayor of Douglas, along with several new elected Douglas councillors. The project when first submitted was also opposed by a huge number of petitioners from the Douglas area.
The council report notes the land in question, the lowest-lying land in Craiglie, is "subject to frequent inundation" from both overland water and the Mowbray River. So while Cairns Council is building retention basins due to their poor storm water management in the city, they're jamming a guaranteed to flood project down the throats of the new Douglas Shire council!

There have been a string of last minute development approvals and extensions "gifted" by the Cairns Council to Douglas Shire projects that should have waited for the incoming Council to review. Including one to Clive Palmer, now owner of the Port Douglas Links.
Bob Manning's continued insistence that he's been "agnostic" in the process is more Manning bullshit. Cairns Council is giving Douglas a swift boot up the bum on their way out. Disgusting performance, Bob.
Dozens of car parks have been removed in the Grafton Street remodel (sickeningly, George Karagianis has seen fit to "honour" Cairns original Chinese Heritage area with a collection of sex toys used in brothels 100 years ago. Cueball chuckled like a nine-year-old schoolboy passing this along on this radio show). And more parking will be lost in the City Place remodel. $27 Million committed to replace a swimming pool that no one uses in that location anymore. Where is the promised parking garage on the old Post Office site? Why is the Moody Creek flood retention basin 35% the required size to do the job?
