DE-AMALGAMATION - CAIRNS COUNCIL ENGAGED IN UNPRECEDENTED POLITICAL BASTARDRY DESIGNED TO SINK DOUGLAS SHIRE AND JULIA LEU WHILE PROTECTING POLITICAL APPOINTEES


With the now elected Douglas Shire councillors and Mayor Julia Leu racing towards a January 1 handover date from Cairns (non)Regional Council, the Cairns-created problems are starting to mount for the incoming council.

And Transition Manager Jeff Tait, whom most agree has been diligent and fair with the transition planning, looks to be unable to stand up to the victimisation at the hands of CnC and CEO Peter Tabulo.

The screw-job on unwanted CnC employees being forcibly transferred to a Douglas Council that has no job for them has been previously reported.  But this tactic isn't just being used to get rid of "extra bodies" (as Peter Tabulo has referred to them) - but as a political housecleaning by Bob "Sleepy" Manning.

Take the case of finance manager John Rehn.  Mr. Rehn has been finance department manager for almost two decades, under Mayors and Councils of both political stripes.  His performance has been lauded by these councils, and he's a solid performer.  

When Manning and his disUnity team came into office, Rehn was among the first that Manning (and his political hatchet man wanted to go).  But you don't get rid of such an experienced and non-partisan manager like Rehn so easily.  

So Manning did what he did in a number of departments - he appointed, without any public postings, NEW managers in NEW positions created ABOVE those he wanted to get rid of.  In the case of the finance department, we got a new $200K/annum management position for John Andrejec, who was previously "managed" by Manning at the Port Authority.  

This tactic was used across the board by Manning, increasing the management costs to the ratepayers by almost $3M per year.  The tactic undermines the existing employees and usually results in the demoted employee ultimately going elsewhere.  

Rehn didn't go, however.  And the DSC de-amalgamation presented Tabulo and Manning with a unique opportunity.  They COULD have told Rehn he would be sent to the new DSC early in the process, where he likely would have been welcomed as a seasoned financial manager in the new council.  But instead Tabulo and Manning waited until the finance manager had been filled by Jeff Tait and the transition committee.  Rehn was then told he was part of the 31 "transfer employees" - eliminating this professional's eyes on Andrejec, and dumping huge entitlement payouts on the Douglas Shire Council.

"Brilliant!", said Manning.  "Ingenious", said Tabulo.

"Disgusting", likely said DSC Mayor-elect Julia Leu.

Minister for Local Government Crisifulli has refused to take any actions on this tactic - knowing full well that the LNP "bag of dirty tricks" has even more despicable tools in it.

Council insiders report that after the DSC de-amalgamation
was approved, Tabulo called around to all the CnC department managers in this quest to get rid of not just unwanted employees, but unwanted equipment as well.  The list of equipment proffered to Jeff Tait for transfer to the DSC is filled with old, outdated, and maintenance-heavy items, especially heavy equipment for road maintenance, and vehicles.

With the time becoming ever short, and the transition
manager and incoming council lacking any "appeal" path, the recapitalisation of the DSC looks to be political bastardry so breathtaking that even former Mayor Kevin Byrne is said to admire.

Byrne, by the way has been separated from his cushy oil company job in PNG and is already making plans to retake his mayoral seat in what only the foolish would believe wasn't arranged with Manning beforehand.

It would seem every LNP trick is being used to ensure the failure of Julia Leu and the DSC council.

The tragedy is that Cairns and environs take a step back to dark days of jobs-for-the-boys and self-serving rule with every Machiavellian move that Manning and his hatchet men make. And now, it seems, the stage is set for the return of Sauron!

Compost is running a poll re aquis, they never show how many responded only the % which to me could be used to influence the unwary, the normal freeloaders will be onto it the same as they skew mackenzies polls, so everybody should have their vote before it goes to print.

The stage is set alright Tony Hillier. Douglas Shire are going to get dudded. Her we go all over again. There's a woman mayor so the LNP will start undermining and villifiying her. She will be blamed for every problem. I predict the entire Douglas Shire Council will be sacked by the Nnewman Government within the first year, and the LNP will appoint LNP hacks as "administrators" leading back to amalgamation with CRC. Oh it all will be done covertly of course but it will be done.

All of this could have been predicted. There is worse to come. Having a woman as Mayor will make it all too easy peasy and effortless for the ruling LNP to blame for all the problems. I don't believe Julia Leu will remain as Mayor for the next three years. She will also find that once Mackenzie and the Cairns Post, Manning and the LNP start putting the pressure on her, just like Val Schier, she will find that her so called friends and colleagues will start drifting away. People don't stand up to political bullying and abuse. They back down.

Compost polls are always 99.9% in favour of the issue because the only people who vote in them are the people who listen to his program and have the same slash and burn agenda for Australia. I heard him a few years ago before I couldn't control my nausea anymore saying quote" most young people in Cairns listen to his program. Try reality anyone over the age of 55,dispossed,marginalized,self retired or ex pollies who escaped justice.

Jeepers creepers what a lot of rot! (1) Bazza they do show the numbers re polls and it is all over facebook so everyone has a chance to have a crack. (2) I spend a lot of time travelling around cairns and like it or lump it Mackenzie is on the radio more often than not, and plenty of younger people listening. Why is anyone's guess... (3) Douglas is not at all like Cairns, that's why they de-amalgamated. Julia Leu is clever and has the backing of most of douglas, so I doubt she will be removed, and believe she will succeed. It won't be easy though. (4) Johnno you are the dill. If you think that it is about water and bigger bins it simply demonstrates your poor understanding of the whole issue. Do us a favour and read up a bit before attacking other people.

WELL WELL Here we go folks, compost poll today, there has never been on average more than 300 votes before on their topic.
Suddenly we have almost 2000.
This seems to be the same infiltration that happened to NEWSPORT DAILY in Port Douglas some months ago, apparently there is a way of doing multiple voting and it appears that compost are not genuine enough to stop this and no doubt they will want to print these results in tomorrows weekend post. This is propaganda driven by the sad mob of freeloaders who want to make their dollars at the expense of real people who simply want to live someware decent.
If compost puts these results to print then we need to expose it.

I think most support AQUiS but the poll is manipulated by AQUiS staff. They manipulate how many likes they have on Facebook to scam the people, no ethics.

I have never seen such disgusting behaviour as that of the Cairns Council towards people who are (for this month at least) still ratepayers of the CRC. It's like watching a particularly nasty teenage relationship breakup. 'You dumped me so I'm going to Facebook photos of you naked and tell everyone how crap you are in bed' stuff. Aren't these people supposed to be our civic leaders? Some role models! These people are a disgrace and have shamed Cairns - whatever your political opinions.

Because the Aquis project is much needed and popular they obviously get a great following on Facebook. If you look at current polling on Cairns Post it is obvious if anyone is manipulating it has to be Aquis Aware. They have nearly 75% of their FB followers voting ..whereas the Aquis vote equates to around only 11%.. I think I know which is the more likely to be a real VOTE!

The only people who respond to a poll on 4CA have the same views as Mackenzie, in other words his listeners It would be interesting if one could click a finger and get an accurate poll of everyone over the age of 15 in the shire of Cairns. The 140,000 who don't listen to 4CA. It is this age group and above who will pay directly and indirectly for the infrastructure for this private development.

The management at Aquis haven't impressed me at all. First off, there was no consultation done at all with the RESIDENTS of Yorkeys Knob. We only heard about it after the State Election and were told it was being built.
Second, there was no arrangements made for Yorkeys Knob residents to lodge appeals against the development, an outright breach of local government planning.
Next, Aquis set up a ritzy, ditzy high sell office in Cairns Central seeing themselves like a product and not a huge development. Staff there were unable to answer pertinent questions concerning flooding, the crime factor etc. It was all high-sell fluff. Then Aquis themselves said that they would not have been given approval if it had been a Labor Government which arouses further suspicions that corruption is involved. Next we find that Aquis is deliberately skewing public opinion polls on facebook. Then we hear local LNP politicians accusing everyone who has some concerns about the development as being "ALP party faithful". Next The Cairns Post writes a very confused, contradictory editorial saying firstly that all the issues have been addressed and then stating that the EIS has not been made available.
All up, enough to raise deep suspicions that this project is not above board.

Bob Manning showed to all just the sort of man he was when asked about his plans for a new performing arts theatre for Cairns. "My wife and I always travel to Brisbane or Sydney to see shows!" he said very lordly like, chucking a big brown eye to everyone in the Far North who can't afford to travel South just to see a show and giving the fingers up to the kids who need a new hall for their eisteddfod.
That statement alone should have revealed the self-serving ego driven arrogant toad he is.

Cairns Chamber also sent out an email on Friday to all members and subscribers urging them to vote yes.

I'm not sure why an online poll is seen to have any credibility or status one way or another or why there should be such a frenzy before even the EIS is released.

Michael Trout and Gavin King have apparently organised a pro Aquis rally this morning down on the Esplanade somewhere. Along with Mackenzie they are deliberately firing up this Aquis issue into an all out "war" with battle lines solely drawn along political allegiance. So therefore if you are an LNP voter and live at Yorkeys Knob and have a lot of concerns about the project, you are really an ALP person and a "naysayer" and out to "destroy the project". If you are a KAP voter and supporter, but are worried about if our hospital system can cope with the extra thousands of people pouring in, then you, too are an "ALP supporter" and a "naysayer". Likewise, if you are an ALP supporter and in favour of the resort, but have some questions about rates and insurance, then you too, are a negative "naysayer", out to destroy the project. This is bullyboy tactics at their worst. The LNP are hiding something, that much is patently obvious. If they kept this project silent for some years, what else are they keeping quiet about?

Just for the exercise let me get this strait. The Cairns Post says those that appose everything are the naysayers. But the very people who apposed everything a few years ago, i.e naysayers apposed Vals civic centre, many for the very reasons the present naysayers appose Aquis but they now want Aquis and are suddenly in the right while the present naysayers(who made that word up)are suddenly labelled for having the audacity to not fall into line.So, just who are the naysayers now and who where they then. If the world didn't have people with conflicting opinions and able to express them without being labelled then Hitler has won hasn't he, in the year 0f 2013.Personally I hope we have one of those old fashion wet seasons when the Yorkies Knob delta plain has flood waters from the Barron River bridge to Reed Road to remind everyone that there is no such thing as an expert when it comes to modelling projected and imaginary rain fall events. Remember an expert is a drip under pressure!The end

Ruby - you underestimate the people of the Douglas Shire and the enormous support they have for our Mayor- elect Julia Leu (whose surname David Kempton still can't pronounce properly). And completely unsubstantiated. After what we've copped over the past six years of amalgamation with Cairns we are more resilient and determined than ever to face down fools and uninformed comments, not to mention rigged polls. I'd suggest you stick to your own backyard and the mess it's in rather than predicting doom and gloom for the Douglas Shire.

I dunno where you have been Anonymous 11.02. The bullyboys got REWARDED for their three year long persecution of Val Schier. The community loved it, and put the bullyboy thugs into Council. Val was popularly elected after years of Kev Byrne, and voters supported her ideas for an Entertainment Precinct which was on her electioneering platform. We all know what happened. The people of FNQ are not sophisticated people, just very simple people who are highly responsive to what the mainstream media tells them. Once Mackenzie and The Cairns Post start attacking Julia Leu and Douglas Shire, I know the so called community support, you mentioned, will just melt away and vanish practically overnight. If Leu has a colleague with ambition to become Mayor, she will find herself, like Val Schier, being ruthlessly undermined within the Council and egged on by John Mackenzie and the media. The punters out there just love it, and will switch their allegiance to the one they see is "the stronger". Wait and see.
