And Transition Manager Jeff Tait, whom most agree has been diligent and fair with the transition planning, looks to be unable to stand up to the victimisation at the hands of CnC and CEO Peter Tabulo.
The screw-job on unwanted CnC employees being forcibly transferred to a Douglas Council that has no job for them has been previously reported. But this tactic isn't just being used to get rid of "extra bodies" (as Peter Tabulo has referred to them) - but as a political housecleaning by Bob "Sleepy" Manning.
Take the case of finance manager John Rehn. Mr. Rehn has been finance department manager for almost two decades, under Mayors and Councils of both political stripes. His performance has been lauded by these councils, and he's a solid performer.
When Manning and his disUnity team came into office, Rehn was among the first that Manning (and his political hatchet man wanted to go). But you don't get rid of such an experienced and non-partisan manager like Rehn so easily.
So Manning did what he did in a number of departments - he appointed, without any public postings, NEW managers in NEW positions created ABOVE those he wanted to get rid of. In the case of the finance department, we got a new $200K/annum management position for John Andrejec, who was previously "managed" by Manning at the Port Authority.
This tactic was used across the board by Manning, increasing the management costs to the ratepayers by almost $3M per year. The tactic undermines the existing employees and usually results in the demoted employee ultimately going elsewhere.
Rehn didn't go, however. And the DSC de-amalgamation presented Tabulo and Manning with a unique opportunity. They COULD have told Rehn he would be sent to the new DSC early in the process, where he likely would have been welcomed as a seasoned financial manager in the new council. But instead Tabulo and Manning waited until the finance manager had been filled by Jeff Tait and the transition committee. Rehn was then told he was part of the 31 "transfer employees" - eliminating this professional's eyes on Andrejec, and dumping huge entitlement payouts on the Douglas Shire Council.
"Brilliant!", said Manning. "Ingenious", said Tabulo.
"Disgusting", likely said DSC Mayor-elect Julia Leu.
Minister for Local Government Crisifulli has refused to take any actions on this tactic - knowing full well that the LNP "bag of dirty tricks" has even more despicable tools in it.
Council insiders report that after the DSC de-amalgamation
was approved, Tabulo called around to all the CnC department managers in this quest to get rid of not just unwanted employees, but unwanted equipment as well. The list of equipment proffered to Jeff Tait for transfer to the DSC is filled with old, outdated, and maintenance-heavy items, especially heavy equipment for road maintenance, and vehicles.
With the time becoming ever short, and the transition
manager and incoming council lacking any "appeal" path, the recapitalisation of the DSC looks to be political bastardry so breathtaking that even former Mayor Kevin Byrne is said to admire.
Byrne, by the way has been separated from his cushy oil company job in PNG and is already making plans to retake his mayoral seat in what only the foolish would believe wasn't arranged with Manning beforehand.
It would seem every LNP trick is being used to ensure the failure of Julia Leu and the DSC council.
