DYSFUNCTION GRIPS MANNING COUNCIL - THE BIGGEST REASON TO VOTE THEM ALL OUT

The last few weeks has seen many of the ills of the Bob "Sleepy" Manning council come to light at the end of their four-year term.  Many of the problems with the current Cairns (un)Regional Council have been known by the lamestream media over the years.  But with the Cairns Post unwilling to ever print a negative word against an LNP-run council, the depth of the problems has only been gleaned from the active blog community in Cairns.  And along with the psychosis that grips 4CA, even the local ABC radio has been an ineffectual source of accurate community news.

Our mailbox has been filled with scandalous stories around the council chambers, swirling around several of the current councillors.  These stories describe a pattern of sexual harassment of female council staff by grabby men, and stand-over harassment of all the staff by a few of the "good ol' mates" on the Unity Team.

We've received these stories, which we don't believe to be an electioneering stunt.  Why?  Because the HBW has been getting these reports from council insiders regularly FOR FOUR YEARS.  

These stories include pats on the bum from two councillors IN FRONT OF THE CEO, who's done nothing to stop the harassment and abuse of staff.  Female staff members routinely change the direction they're walking when spying  one of these councillors in the building.  And one of the councillors is so neanderthal that he's been seen with his hands all over one woman at a new citizenship ceremony in chambers.  Welcome to Cairns!  

We also have persistent reports of one councillor who routinely uses racist epithets around the chamber, and has referred to many council staff with these nasties including at the council depots. 

You can't make this shit up. 

We won't be naming the miscreants - promises of anonymity given to sources are respected here.  The fact that these issues are seemingly so widespread reflect on the entire Unity Team, and are an essential element of why they need replacement.  


COUNCILLOR NOTES

Max O'Halloran was one of the first team members goaded into running by Bob Manning.  O'Halloran quickly rolled Manning for the reconstruction of the Tobruk Pool, despite O'Halloran being a "Life Member" of the facility.  So rushed was the process the pool is going to be almost a year late being delivered - with O'Halloran thankful that the financial malfeasance hasn't been exposed.  How many million$ is the project over budget?  With the latest cock-ups involving the wave pool (which won't nearly be enough to save this project from white elephant land), residents are already smelling the Stink on Sheridan.

NO COMMUNITY CONSULTATION on this project.  Ever.  

We're also in receipt of some emails allegedly sent from the
O'Halloran email account at council.  One of these contains the suggestion that corflutes of Division 7 independent candidate Flora Pondrilei should be vandalised or removed.   Real?  Or campaign trick?  You be the judge.  

Divison 8 councillor Jessie Richardson basically doesn't have a clue about any of this.  With virtually no community experience, she won a heavily split vote four years ago and she's still got no idea what a REAL councillor is supposed to be doing.  She was quickly coached to take credit for the previous council's work on the Machans Beach oceanfront.  But she has been little seen around her division during these four years.  And Jessie has sat back and allowed a seven-story apartment block in Yorkey's Knob gain council approval with no consultation of the residents.  Her only comment?  "I would have preferred to see more consultation over it".  Jessie is apparently too stupid to yet grasp that the councillor is supposed to organise with the community over these kinds of major projects.  Or at least alert them.  Jessie is even more asleep than Bankrupt Bob.

Jessie is also too stupid to recognise that a good councillor votes "NO" on these contentious projects, just to keep faith with the community.  

Councillor John Schilling in Division 2 is a dead letter.  The bully went too far and disqualified himself from consideration at the election.  Shilling's limpdick 10-days-too-late prerecorded, solicitor-written apology for his defamation of Jim Brooks was frankly pathetic

Manning and the LNP pulled together a team of money hungry opportunists some of whom had barely resided in the Far North for the Unity Team last election. They had a guaranteed victory into their well paid positions. Mackenzie had trashed the Schier Council and demonised Val Schier to the extent that a team of dead dogs would have won the Council Election. One fool who looked like he had korsakoff syndrome was even running around with a t-shirt proclaiming Anyone But Val Schier on it. You have mentioned Jessie Richardson who seems to have sat on her bum like an ornamental Buddha for the past three years but there is also Greg Fennel another Buddha who nobody seems to have seen or heard from in three years. What really stinks is that these bludgers have been paid huge ratepayer monies for doing nothing. They may as well have been dead dogs lying around in the Council Chambers.

Those in Charge that have been voted in by the People and For the People, Whom really are not getting anything of Real value from the Council , Except watching a Bunch of Northern Hillbillies Running the Show and Forgetting about the Rate Payers Should ,Stop and have a Think and forget about their Over Inflated Egos. Because they have not offered very much of anything for the Rate Payers of Cairns.

I cannot find where any Councillors has done any number crunching or research on anything to back up their decisions. Not one. Nor any other level of government. Richie Bates perhaps some. Even the northern Australia white paper fails Cairns, We should have owned that. The types of people that really learn and inform themselves do not seem to be political types and political types seem to be about an easy ride at taxpayers expense. Really none seem passionate about getting the best outcome for the city. Lot of money for nothing.

True to form the morning happy hour was frequented only by nice, friendly people who wanted to give Bob a pat on the shoulder and criticise Jim Brooks with the shock jock humming approvingly in the background.

None of the angry callers from yesterday rang up to confront Bob about the bats or refugees or climate change. Why ARE these people always so angry and why didn't they ring today to ask Bob the same questions they asked Jim Brooks ?

I have a feeling that the only reason Jim Brooks has been allowed on for the additional interview sessions at all is because the shock jock "accidentally" allowed Schilling's defamatory rant to go on air.Maybe it was part of a deal to avoid being sued.

Anyway, nothing of any substance was discussed and I have a feeling we'll be stuck with dad's army for another 3 years...God help us ! Although maybe Richie Bates will leave to contest Rob Pyne's seat.

11.39 Don't be so quick to let Richie Bates off the hook. When he proposed just a discussion about putting a footpath in to the airport, the Council voted it down, voted no to even talking about it! This was with no public debate about it, because as Manning has admitted they discuss issues illegally in closed conference so they can have a united face when they vote publicly. Even Cr Cooper who seconded the motion to discuss it, then voted no to discussing it. They are all guilty together. Bates may genuinely have wanted to do something, but didn't have the courage or decency to stand up for his constituency against megalomaniac Manning.

Not letting anyone off the hook, but talking to people I get the distinct impression that even people who won't vote conservative in state or federal elections are scared off by all this carbon neutral and renewable energy talk when it comes from a candidate they perceive as "green". Manning can say the same thing, including his 1 billion dollar green train, and get away with it. I hope I'm wrong. Best outcome if Manning is re-elected is that we will get some dissenting, independent counsellors on board who will scrutinise things and speak up instead of the obedient "see no evil, hear no evil mob we got now.

According to the tv reports it was Craig Crawford who started a petition and got the money from the education Minister.

With all the smart phones and technology around these days, it would be a cinch surely to obtain evidence of workplace sexual harassment and bullying? Then to download the video and send it around the office. This would then hopefully have others come forward to substantiate the claims and nobody could be sacked because you would have a clear case in the Courts.

Take this from someone who was 'transferred' to the new Douglas Shire in the de-amalgamation debacle of 2013/14 - there is no redress for unethical or illegal behaviour in the present Council as the managers and general managers are simply 'let go' if they complain. I was transferred to a job that didn't exist over 80 minutes drive away for standing up to bullying behaviour and being a socialist and a union member. Please remember that Manning's administration orchestrated the 'sacking' of around 30 of us and both Richie Bates and Linda Cooper sat on their hands and did nothing.

Manning was known to use certain tactics on staff who dissented with his dictatorial style of leadership when he was at the Cairns Port Authority. Old timers also talk about some of his grubby tactics on the football field whereby he got the nickname "Butch". It is all too easy to throw shit at Bates and Cooper from the sidelines but I think if you were there in the council you might find things a little different. Remember Manning has the full support of The Cairns Post, Unity Team members who are only in Council for the money and who would never contradict Manning whatever the issue and finally the slavish adoration and man love of Mackenzie. All of this stacks up to quite a formidable environment.

Richie Bates' half-arsed proposal to build a pathway beside the road to airport was just a self-publicity stunt. Other councilors said in that meeting that they hadn't received the lame and scantily-detailed email which he sent only minutes before the meeting started.

There's a gap between what he says on telly and what he delivers in council, old MisterBates. Every 6 months of his term as a loyal Manning team councilor he has recycled his idea of a rail motor to Gordonvale - not because it might employ a few of his union mates, but because its cheap publicity.

Now, in the face of real competition with credible policies, he convinced poor old Bob to go with the $1B green train. Now it's under scrutiny (thanks HBW) MisterBates is scampering away as quickly as his raggedy-arse will allow.

This bloke brought us the unfunded Civic Theatre rebuild, he brought us the unfunded Cannon Park buy-out, and he brought us the unfunded rectangular stadium and he brought you the $1B green train nonsense.

Sorry 22.24 but your defence of Bates and Cooper doesn't stack up. You are suggesting they kept quiet because they are scared of what Manning would do to them? Well isn't that part of their 100k plus job, to fight for rate payers rights not to run and hide because they might get a beating from Megalomaniac Manning? It's because they don't have the guts to stand up to him that he has been able to run the city into the ground and push through anything he wants without public debate or even knowledge. They have failed the public just as the rest of council has. If they have a problem with Manning they should be standing up and saying so. But I don't even believe they have such a problem with him, I've seen them around him and they seem very chummy. And lets not forget how Bates went from being a labour leader to teaming up with the opposition Unity Team to get on Council in the first place.

Perhaps Cooper and Bates, who appear to be the more empathic members of the Council, MIGHT be able to do something about bullying and sexual harassment if all the staff gathered together in solidarity to back their claims of an intimidating work environment.

However, in all my years in various workplaces where bullying has occurred, I have only ever seen this happen ONCE. Just ONCE. What usually happens is that some slimy, tale bearing snitch overhears people discussing their complaints of bullies, and then rushes to the bully and repeats everything, often under the mistaken belief that this will exempt them from the tyrant's abuse later on or help them with a promotion. Snitches are not the most intelligent people but they exist in every workplace like cockroaches and their mission in life is pissing in bosses pockets.

The consequences of the snitch are that the bully isolates what he or she sees is the "ringleader" for special attention, and that person is usually sacked. The others are then cowed into silence.

You can bet your bottom dollar that the brutes in the Cairns Regional Council already have a few of these gormless creepy snitches pissing away like mad in their pockets.

Oh...what happened in that ONE incident whereby a whole group of people provided evidence of bullying? It was quickly resolved.

The Cairns Post article today on the Tobruk Pool is a joke with so many inaccuracies like " on time and on budget " The pool was originally due to open in December 2015 and the project is at least $ 3,000,000 over budget thanks to the mismanagement of ADCO. Several of the contractors have gone broke and others including the notoriously dishonest 4CA sponsors Pickers Vinal and Canvas are struggling after loosing the Cairns Central contract due to fraud and getting screwed by ADCO.

They must have an apprentice working for them ?

Unfortunately I hold little support for the majority of the Councillors. They could have teamed up against Sleepy and sent him packing well before now. They are equally as greedy and in it for the coin, not the region.

What pisses me off is that in normal business, let's say for fun sake a $400 million dollar hardware chain, a small bank or an airline - you are hired based on your skill, business acumen and ability. But not in Council (Cairns for example). The decision makers who manage a 'business' worth a billion dollars a year are hired based upon 'mates rates', greasy pole climbing skills, ass kissing skills and backstabbing ability. And THAT is what you end up with managing your region, which impacts your livelihood and that of your families. A bunch of Hillbillys with no brains or skill. The kind of muppets that should be flipping burgers. And you wonder why the system is completely fucked? These assclowns have no skill or ability, all they do is make crooked deals and kiss sphincters. It's got to change.

Interesting how the ComPost is reporting that Council, Cairns Airport, Warren Entsch and Cairns’ new State MPs have all agreed to work together on an infrastructure solution to enable commuters to walk or ride more safely to and from the airport. But why? Why have they all waited well over a year after Dina's death to start looking at taking action? Is it because of election pork barrelling? Is it because they have drawn heat from blogs such as HBW? Will a footpath actually go in? Naturally seeing is believing, but normally Wazza is too busy feasting from a pie shop to be concerned, Sleepy Bob is too busy sleeping or trying to create a budget surplus to be concerned and the tight fisted airport CEO Scotsman wouldn't spend 5 cents unless he was directed to do so, so it's all very interesting.

I'm wondering though, will Brown put a toll booth or pay station on the footpath, to capture those extra precious revenue dollars? Will Entsch leave the Comcar at home and ride or walk to the airport?

From my experience little pithy projects such as this are normally put out there and up in lights as a herring, to distract everybody from other things, bad things. Some more digging is necessary me thinks, I smell a rat.

Perhaps the Boughton family have brought in the lawyers?

I don't often fly, but when I came home from Melbourne recently, and took a cab from the airport to home, I spotted a young Japanese backpacker walking along the airport road. Many people have commented on this site before that backpackers are regularly walking to the airport.

Lots of Labor pork barrelling happenning in Brisbane, promises of motorway upgrades, even the stadium in Townsville. Of course no such promises for Cairns because our retarded Pollies are too busy chewing down pies and sleeping. Plus they are more of an unwanted pest and nobody wants to know them, burnt too many bridges. Of course John Paul Langbroek, aka 'Steelo head' hasn't anything to offer us either. But I'm sure there will be more local chit chat about dredging, light rail, and who knows perhaps 100 story high rises in the CBD? Fun fun fun.

What scares me is that the bookies have Manning priced to win, and they are very careful with their money! So obviously they know something we don't. Unless something hits mainstream media this week, to expose Manning & his cronies, I fear we are done for. HBW just doesn't have the penetration to influence most of Cairns residents with the truth and the lies. Manning has lots of loot to spend, and he'll be throwing it at radio, to and the papers to sway people this week. So what to do? Any bright counteract ion ideas? And some gossip, in Div 3, McLean has entered the fray, with no how to vote card, go s to the same church as she does, and aIms to siphon off votes from the connect guy. All perfectly legal, but immoral. I'm amazed that local government politics has become so grubby. Please tell your friends about HBW and tell them to tell their friends. We are going down the gurgler, sooner rather than later........

Based on Cairns Post reports over the last 2 years, the project is $2.5M over budget and 12 months behind time. But I hear from the blokes on site that the money thrown at it over the last few months puts the correct figure way over that.

I can't wait for next Saturday when we get to play; "I'm a useless Councillor, get me out of here". All the trough swillers will be eagerly awaiting the election results to see who gets to keep their snouts in the trough, and who gets to walk the green mile. I'm guessing Bob will vote for himself, but the question is will he be awake to do it? There are only one or two Councillors worth a pinch of salt, the rest of them should crawl back under the rock they came from. So I reckon either way we (the residents) are going to be the losers yet again as there simply isn't enough good candidates in the pool (no, not the Torbroken pool). It's going to be a fun week ahead as all the dirtiest and grubbiest tricks are being saved for the end!

I wonder what side of the airport road they will build the alleged footpath? One side is the responsibility of Cairns airport (that means you Kevvy boy) and the other side belongs to Sleepy Bob the Longreach loser. It will pain Mr Brown to have to a spend any money on a footpath as that might interfere with his annual bonus. And Sleepy Bobs crew probably don't even know their way to the airport. And will they need to dig out any more mangroves? Will a footpath interfere with Browns (apparent) grand plans for the worlds best airport? What happens when the path is built near the defunct mangrove walkway, where will all the late night junkies and shaggers go? Oh yeah I forgot they will go to Kuranda or Gordonvale. Why doesn't Brown put in a little train line to the airport and run a few cane trains that are painted in faded peeling blue paint to match the outside of the international terminal? He could charge for the service (naturally) and compete with Bobs billion dollar light rail service? This is Cairns folks, so many choices, where to start where to start?

Hamish. To keep your spirits up, the bookies also had Kevin Byrne as a strong favourite in 2008, and the LNP very short odds in the last State Govt election. They both lost!

And now, like those times, there are strong rumblings in word of mouth conversations that we are in need of change.

Would not surprise me if Manning did win as he presents the old granddad image that appeals to infantile voters. Though the betting is not worth relying on in small markets as one large bet could swing the odds dramatically. I recall Sportsbet reported the number of people betting for an ALP win at the last state election was much higher than the number of people voting for Newman but Newman had higher dollar wagers.

Guess why Unity are not fielding a candidate in Division 3??? Because Zzzz is an undercover Unity voter - compliant all the way - just vote the way Bob tells her to do! And she takes credit for blocking the opening of a cul-de-sac BUT she voted with Council to open it in the first place, and when she got a nasty reaction from the residents, she back-tracked to save her skin. AND, she didn't start up the White Rock school breakfasts, Rob Pyne did! McGarry is working his arse off, and deserves a go!
