TOBRUK POOL REDEVELOPMENT IN DISARRAY AS QUESTIONS SURFACE ON SAFETY OF CHEAP UNCERTIFIED STEEL FROM BANKRUPT TOWNSVILLE SUPPLIER

Mayor Bob "Sleepy" Manning has again just last week made the claim that the Tobruk Pool reconstruction is "on time and on budget".  This despite documents that clearly show the project was due for completion in October of 2015, and council's decision to HIDE the financial documents on this as well as all the large council projects.  What *WAS* the budget anyway, Bob?

Insiders now report much more serious issues involving the project. Lead contractor Adco, designers, engineers, the bankrupt Townsville supplier, and the council staff are all said to be pointing fingers at each other for what could prove to be a major cock-up.

Readers will recall that the contracted steel fabricator, Townsville-based Tropical Fabrications (Structural Steel Buildings Pty. Ltd) was said to have gone bankrupt in August of 2015.  Council finance chief John Andrejic told the press that the failed supplier was inconsequential to the project.

However workers on the project have raised questions about

the quality of the steel that has been provided for the project, with welding of this steel being thought to result in substandard connections.

When these questions were first raised, engineers for the project demanded the steel test certificates and other required documentation.  Some, most, or all of the steel is now known to have been imported from Mainland China by the fabricators, and some, most, or all of the documentation that certifies the steel for Australian Standards is missing or incomplete.  With some of it being feared fraudulent.

As welders experienced problems with their work on the project,  they have raised the questions with construction management.  Some of the problems are thought to be caused by high levels of an unwanted element (boron) in the steel, a common problem with the low-cost steel being dumped by Chinese mills and fabricators.  These problems have been well-known in the construction industry for at least the last three years, and have been exacerbated by the Australia-Chinese Free Trade Agreement.

Without a strong documentation and testing regime, everyone is at risk.  And contracts for the Tobruk Pool are said to have giant holes in them with regard to documentation and compliance.

We've been informed that these issues have been known by the Mayor and CEO Peter Tabulo for some time.  By Manning/Tabulo council policy, this information has been hidden from the public who no longer get detailed status reports on major projects.  These status reports were routinely given to the Schier and Byrne councils and public.  It is unknown if any/all of the councillors are aware of these issues.  

There have been continuing and widespread reports of
dodgy steel imports being used on projects right across Australia.  This is especially serious for this project, which features huge soaring STEEL beams over the pool - a structure which needs to be designed and constructed with cyclonic winds in mind.  We understand that questions exist on virtually ALL of the steel used in the project, including the huge quantities of reinforcing steel used in the pool itself.  And these questions extend to other council projects including footpath building and renovations, where problem-laden steel mesh may have been used for support and longevity.

We understand that contractors are balking at testing and recertification of the steel in the project.  Council's contracts may be weak or silent on this serious quality issue.

Shit happens on projects, large and small.  However we expect a higher duty of care from the people spending our hard-earned rates money.  If contractual arrangements for the supply of this project are now going to result in a substandard and possibly unsafe project, where is the accountability?  John MacKenzie has continued a years-long diatribe seeking the heads of council staff responsible for the removal of a few palm trees in Port Douglas.   These failures would seem to warrant a much higher level of accountability from Cairns Council management - starting with CEO Peter Tabulo.

We await the Cairns Post reporting on this serious public issue - due sometime late in 2017, we reckon.

The Cairns, I mean TOWNSVILLE Post won't report on it until after the next election when Bob has retired. Even then I reckon either the pool won't be finished or it would have been swallowed up by a sink hole due to the poor quality of construction.

Maybe the dodgy cheap steel can be used at the airport?

No surprises, especially given that Tabulo is part of this...He's all about saving money; hence the lack of mozzie control, median strip and footpath servicing and a downward spiral of quality of life, here in Cairns..Here's hoping someone's held accountable ...

The pool project is being undertaken with TAXPAYER money. Council cannot simply choose not to make the documentation transparent. All original costs, overruns, variations and final costs must be visible. If Council are buggering around with that process then the Ombudsman or CCC should be contacted. There are local government processes that cannot be just ignored on a whim by Councillors, the Mayor or council management. It's actually not too hard trying to hold these clowns to account, you just need to know the system. As a retired contractor who spent 30 years doing government work I can advise you of that for free. The project should have whole-of-life coatings provided, maintenance costs, and the project should be managed in a way that all certificates are collated for materials or work and filed.
If the steel product has been sourced from China then that is very concerning. I have seen numerous building collapses in China due to shoddy steel and concrete fabrication. They don't give a shit about quality. Is that the mantra that our Council has adopted?

It's time that the mates rates of the North were broken. The Tabulo, Manning, Entsch, Andrejic long term rulership of Cairns must be smashed with a wrecking ball. It's almost as if a mini-mafia has been allowed to reign supreme and unchallenged. We need fresh blood. That might come once Wazza is voted out in a few months time, but that leaves us with Sleepy. The only we can get rid of him (considering the stupid voters blew their chance) is to scrutinise every single step they take and then follow up publicly and with the relevant organisations that can hold them accountable.

Sure theres been plenty of building accidents using crap steel from China. Now the Turnbull LNP are closing down our Australian steel works it looks like al our steel from now on will be coming from China or some country which doesn't have the same standards we had.

Tabulo was appointed without an Australia-wide search for a top-class CEO to run this city.

He was just put there as the Manning 'puppet-turkey', that he is. Please CRC disclose Tabulo's very fat wage for all of us to see.

As I hear from the leaky CRC vine, all of his recruits are as a result of tainted employment processes. Each and every one of them should be thoroughly investigated.

The rot starts at the stinky-top. Manning, if you have any guts, gut your CEO.. he is embarrassingly useless and is making you look even worse than you can even imagine yourself to be.

It is interesting that many in the community think they are getting a wave pool as part of the Tobruk redevelopment, and also that this will be included within the standard pool entrance fee. What they are actually getting is a surfing training machine - the flowrider. This "Flowrider" only handles one person at a time, and elsewhere users are charged around $30 per hour, or $12 for a single ride. Hardly a family friendly outing. These "amusement devices" are a standard addition to cruise ships these days. The Cruise Law News reports that there have been multiple serious injuries, including herniated discs and broken bones, and one death resulting from the wave toy. Most of the attraction of this toy is for the spectators that sit at the bar next to the machine, getting their laughs from people crashing out. It is the bar that generates the most revenue for these set ups, and that also provides the Dutch courage for many ill advised wannabe surfers. Will Tobruk have a liquor licence and bar??

I also wonder who will bear the cost of litigation from accidents - will it be the southern managers Belgravia, or will it be the Cairns ratepayers?

The use of potentially poor quality overseas steel is a risk to the users of this pool, quality assurance and certification is a must for this type of construction. Show us the certification CRC. The flow rider will be a joke, few residents will pay for this. Other than local swim meets there will be little if any patronage from large swim meets. You just have to look at the tennis centre potentially the biggest white elephant of sporting facilities in Cairns.

The observations that CP only reports on issues after positions have been vacated is very accurate. CP journalists are so intrinsically linked to the sources of their stories that they do not dare report anything negatively and rather their stories read more like PR pieces as reward for the constant supply of biased information.

HBW should seriously consider marketing itself to a wider FNQ audience itself as an alternative media outlet and engage community journalists to provide content.

If you had done any research into this before writing this complete BS you would have found that a 3rd party was contracted to oversee quality. This includes NDT testing of welds and the procurement of steel (which was all local).

Cairns Post reporter Jim Cambell has done a detailed investigation into this and many other issues with Tobruk and ADCO including talking to contractors who spilled the beans but refuses to run the story due to fear of upsetting Manning and his bosses. Maybe when it fails he might have the guts to do his job and tell the truth ?

Maybe the investigation by Jim Cambell found that the steel was of the highest quality and that none was from china so had nothing to write about. The biggest complaints seem to be coming from people with no idea and are happy to run down those who do a quality job. For those who did any research would know that there was an Innisfail company that went broke doing the job before Tropical Fab.

Our business has been bought on to do alot of work due to others breaking contracts an bad work from southern company. We were called last year in July to work but we're already doing work there. We have been held up over several weeks now not due to Adco. But a councillor who has no idear about the products or anything about what our business does. Alot has to do with council changing there minds not Adco. We are going to stay clear or new works near civic centre same councillor on the job to.
