The program will run for the 2 year trial and will house a total of 20 offenders per year, maximum of 5 in the house at any one time. Each offender will only be in the house for 1 month so there is a possibility that the program will be running with no-one in the house at times.<br />As far as I know the house has not had the safety modifications carried out that would normally be required, for example, in halfway housing for people leaving detention. Those figures given are about right, Department of Communities funded services can receive between $800K and actually well over $1M per year for a house with 4 residents depending on the level of intervention. Some special cases can certainly top $1M and more for individuals. Those amounts are often not enough to actually do much that ensures a positive outcome for the residents though, bearing in mind that residentials usually house at-risk traumatised and abused children, not offenders.<br />The funding also does not usually include additional external costs. In the case of the bootcamps (which is Youth Justice funding) it is likely that Safe Pathways will use that money to fund just the residential component, as we must remember that the house only covers 1 month of the intervention/rehabilitation with each young offender, the rest being carried out in the community and at the offender's home with family. Any outside costs, of which there will be many, will be covered by the state or federally funded services or organisations providing them. So the figure of $2M is not really an accurate estimate of the final cost of a program like this.
